All work within this report has been performed under United States Army Corps of Engineers (USACE)Contract#W912WJ-18-C-0029. This report has been prepared in general conformance with the New York State Department of Environmental Conservation (NYSDEC) Technical Guidance for Site Investigation and Remediation (DER- 10)and NYSDEC Permanent Closure of Petroleum Storage Tanks, last modified on 03 December 2003. 1.1 REGULATORY CITATIONS The following regulatory citations provide applicable investigation requirements, screening and remediation standards for the contaminants of concern presented in this report. NYSDEC Policy CP-51: Soil Cleanup Guidance last amended on October 21, 2010, presents Soil Cleanup Levels for Gasoline Contaminated Soils and Fuel Oil Contaminated Soils. Division of Water Technical and Operational Guidance Series 1.1.1 (TOGS)Ambient Water Quality Standards and Guidance Values and Groundwater Effluent Limitations,last amended in June 2004, presents New York State Ambient Water Quality Standards and Guidance Values. 2.0 BACKGROUND INFORMATION All project sites under this contract were constructed as part of Fort HG Wright,a coastal gun battery fort established in 1898 on Fishers Island. The Fort was active during the First and Second World Wars and was deactivated in 1947. At present,many of the historic structures remain on the island in varying stages of deterioration. Silver Eel Cove is an area near the western tip of Fishers Island. At present day,the main function of the cove is to serve as the docking location for the Fishers Island Ferry, which runs between New London, Connecticut and Fishers Island. The property is owned by the Fishers Island Development Corporation (FIDCO)and the Fishers Island Ferry District. The property location is illustrated on Figure 1. Two(2) locations at the Silver Eel Cove area were identified for investigation,as described below: 1. Possible Underground Tank: The area at the southeastern tip of the cove was identified as a suspected location of an estimated 2,000-gallon gasoline underground storage tank (UST). The area was located at the head of the cove near the intersection of Reservoir Road and Winthrop Avenue,as indicated in Appendix A. 2. Possible Underground Fuel Line: An underground gasoline line leading from the tank at Silver Eel Cove was suspected to be present and potentially extend away from the tank for a distance of approximately 1700 linear feet, originating at a tank farm and ending at the possible UST where a historic pump station also coincided (refer to Appendix A). This area was also identified for a geophysical investigation to positively identify the presence of the line and confirm with test,pits. The line was anticipated to be up to 4" in diameter and it was expected that there may be breaks in the line due to a historic location of a second pump station, located in a dirt parking area to the northwest of Silver Eel Cove, or due to cuts made over time by the township and local utility companies. The underground fuel line was historically connected to the gasoline UST at Silver Eel Cove. At the end of the estimated 1700 foot piping run,the gasoline line was connected to a gas station located on present day Hound Lane,next to the historic location of the bakery(visible as building 38 on the"Fort H.G.Wright Partial post map" included as part of Appendix A). 3.0 FIELD ACTIVITIES The following paragraphs detail all field work completed at the Silver Eel Cove sites between November 2018 and May 2019. 3.1 • GPR INVESTIGATIONS On 27 November 2018, Renova mobilized to Fishers Island with a geophysicist from Environmental Probing Investigations, Inc. (EPI) of Cream Ridge, New Jersey to perform ground penetrating radar(GPR) investigations at the Silver Eel'Cove locations. The GPR investigations continued through 29 November 2018. The investigations made use of a GSSI SIR-300 RADAR System with a 400 MHz antenna, as well as a Vivax-Metrotech line tracing system,which included a Loc-10Tx(10 Watt)transmitter and a vLOCPro2 receiver. Areas to be investigated were,scanned with the GPR device in a north-south and east-west direction at a spacing of approximately four (4)feet. Photo-documentation of the GPR investigations is included as Appendix B and the GPR reports are included as Appendix C(UST area)and Appendix D(fuel line area). A discussion of the findings at each area is included below. l Page 2 of 11 Site Closure Report—FINAL Silver Eel Cove—Former Gasoline Tank and Gasoline Fuel Line ■ J( NYSDEC Spill Numbers 09-11156 and 19-03390 'environmental services Former Fort HG Wright,Fishers Island,New York;FUDS Property#CO2NY0610 USACE Contract#W912WJ-18-C-0029 August 2019 3.1.1 Underground Storage Tank Area The GPR investigation at the UST area yielded a strong anomaly measured to be approximately 10' long and 4' wide, sitting at a depth of approximately 4`bel6w ground surface. Based on the dimensions and GPR readings,it was expected to be a 1000-gallon UST. Using a small excavator,Renova dug a test pit and positively confirmed the tank's presence. In addition to the UST, the GPR scan traced the beginning of the fuel line and electric lines that lead to a nearby streetlamp. The fuel line was visually inspected at the tank and was found to be a 2" line that sat approximately 1.5' below ground surface. During inspection of the line at the connection to the tank,the line fell off the tank due to years of corrosion•and layers of rust that had compromised the metal. 3.1.2 Underground Fuel Line Area, The investigation for the fuel line began at the UST location where the fuel line had already been exposed. GPR and line tracing were used to trace the line and it was found to extend a distance of approximately 180' away from the UST where it ended,following the curve of the cove towards the northwest. During the November 2018 geophysical investigation,test pits were dug by Renova along the length of the line to confirm its presence. , The full remaining area that was suspected to potentially contain the fuel line was scanned.' There was no evidence of the fuel line in the ferry lanes along the southwestern side of the cove. Further, photos owned by the Fishers Island Ferry'District show a largescale excavation of the ferry dock area ca. 1982, making the presence of the fuel line in this area unlikely at present day. Although the geophysical investigation was not allowed to proceed on the US Coast Guard property on the cove,the scan continued at points where the fuel line was anticipated to potentially enter and exit the property, and no evidence' of any piping was discovered., Southwest of the Coast Guard building, a 3" diameter metal pipe, approximately 215' long,was located and investigated with test pits. The pipe was not in the expected location for the fuel line nor was it the expected diameter. This 3" pipe also did not intersect with the small concrete foundation remains in the parking area, which housed a historic pump station that was serviced by the fuel line. As such, it was determined that this line was not associated with the fuel service. A small piece of 1"diameter'steel pipe,approximately 20'long,was also located in the parking area—Test pits were dug to expose the pipe and it was also determined to be an unlikely match for the fuel line due to its size,location,and orientation. Page 3of11 Site Closure Report—FINAL ��� ��� Silver Eel Cove—Former Gasoline Tank and Gasoline .Fuel Line �.1�H 5,] NYSDEC Spill Numbers 09-11156 and 19-03390 environmental services Former Fort HG Wright,Fishers Island,New York;FUDS Property#CO2NY0610 USACE Contract#W912WJ-18-C-0029 August 2019 The final area of underground anomalies was near Hound Lane,where the fuel line was anticipated to run under the street and conclude at the historic gas station/UST site. An electric line and communications cable were identified, along with three unidentified utilities ranging from 2'to 3' below grade. Test pits were not permitted to be dug in Hound Lane; however,the unidentified utilities as traced did•not lead to the-historic gas station, and there were no buried utilities located around the gas station itself. The unidentified utilities were determined unlikely matches for the fuel line due to their depth, location,.and orientation. 3.2 TANK REMOVAL From 15 May 2019 through 16 May 2019, Renova remobilized to Fishers Island to remove the tank and 180' stretch of fuel line which were identified during the November 2018 GPR investigations. Township tank removal permits and NYSDEC tank registration were not required for removal of the UST or fuel line, but the UST was registered with the Suffolk County Department of Health Services (SCDHS) prior to removal(tank number 08 under SCDHS File Reference Number 13753). The tank registration information is included as Appendix E. Photo-documentation of the tank and fuel line removal activities is included in Appendix B. On 15 May 2019,Renova removed the 1000-gallon UST at Silver Eel Cove. The tank removal was overseen by Mr. Nick Acampora of NYSDEC. Upon arrival to the site, an excavator was utilized to expose and uncover the UST. Clean overburden soil was removed and stockpiled to;be reused as backfill•material. The tank was cut,and contents were removed using a vacuum truck. Approximately 179 gallons of water and weathered fuel rriixture-were removed by Environmental Services•lnc. of South Windsor, CT and transported for disposal. The manifest associated with•the disposal is included in Appendix,F. Following removal of the tank contents,the tank was visually inspected from surface level. The structural integrity of the walls of the tank appeared to have been severely compromised over time, with several large holes present in the base of the tank. Therefore, it was deemed unsafe for any personnel to enter the tank forthe purposes of cleaning the interior. The UST was further excavated until the tank was able to be removed from the ground. Upon removal, there were numerous large corrosion holes observed in the tank. The base of the tank was almost entirely corroded away. Page 4 of 11 Site Closure Report—FINAL °ZE N OVA Silver Eel Cove—Former Gasoline Tank and Gasoline Fuel Line ■ NYSDEC Spill Numbers 09-11156 and 19-03390 environmental services Former Fort HG Wright,Fishers Island,New York;FUDS Property#CO2NY0610 USACE Contract#W912WJ-18-C-0029 August 2019 Following removal, the surrounding soils were inspected for signs of a discharge, including petroleum odors, visible staining, or elevated photoionization detector (PID) readings using a properly-calibrated Mini Rae 3000 PID with a 10.6 electron volt (eV) lamp. The soils encountered during tank removal consisted of brown and tan silty sand with small gravel to a total explored depth of 8.5' below grade surface. Although the tank was severely corroded,there was no evidence of a discharge in the tank grave including petroleum odor,soil staining,or elevated PID readings. Tank closure samples were collected at a frequency of one sample for each tank sidewall(samples SEC-TR-1 through SEC-TR-4)and three samples along the bottom of the excavation at the former centerline of the tank (samples SEC-TR-5 through SEC- TR-7). The sampling locations are illustrated on Figure 2. Groundwater was observed in the excavation at a depth of approximately 8' below ground surface. A temporary monitoring well point was installed in the excavation and the excavation was backfilled around the well point for stability. The well point was then purged of approximately three (3) well volumes of water and a groundwater sample was collected (sample SEC-TMP-1). The location of the well point is illustrated on Figure 2. The temporary well point was then removed, and the tank excavation was backfilled to grade with backfill material obtained from Race Rock Garden Company on Fishers Island. The analytical data for the backfill material is included on Disc 1. The empty tank was transported to Brick Recycling Company, Inc. of Farmingdale NJ for recycling. The recycling receipt is included in Appendix F. 3.2.1 Soil Sampling Results All soil samples were submitted to Eurofins Lancaster Laboratories Environmental, LLC (Eurofins) of Lancaster, PA (New York Department of Health ELAP#10670)for analysis of volatile organic compounds (VOCs) and semi-volatile organic compounds (SVOCs) as listed in NYSDEC CP-51 Table 2 and Table 3 Soil Cleanup Levels (SCLs)for Gasoline and Fuel Oil Contaminated Soils. The samples reported several compounds at concentrations in exceedance of the applicable NYSDEC SCL. Exceedances are summarized on the table below. NYSDEC was notified and spill number 19-03390 was assigned to the project. Full soil sampling results are detailed on Table 1 and illustrated on Figure 2. The complete laboratory data package is included on Disc 1. 3.2.2 Groundwater Sampling Results The groundwater sample was submitted to Eurofins of Lancaster, PA for analysis of VOCs and SVOCs as listed in NYSDEC CP-51 Table 2 and Table 3 SCLs for Gasoline and Fuel Oil Contaminated Soils. Sample concentrations were compared againstthe NYSDEC Division of Water Technical and Operational Guidance Series (1.1.1) Ambient Water Quality Standards and Guidance Values and Groundwater Effluent Limitations(TOGS). The complete laboratory data package is included on Disc 1. 3.3 UNDERGROUND FUEL LINE REMOVAL Between 15 May 2019 and 16 May 2019, Renova removed approximately 180 linear feet of fuel line between the tank and the fuel line's endpoint, underneath the asphalt adjacent to the edge of the cove. The line was removed by cutting and removing small sections of the asphalt, cutting the pipe into approximately 10'segments,and pulling the segments out from the ground. The depth of the pipe along the 180' run ranged from between 0.5' to 1.5' below ground surface. The entire length of the pipe was empty upon removal and there was no residual fuel inside of the piping. The piping appeared to be in good condition with no visible corrosion holes or signs of deterioration. During fuel line removal, soil samples were collected from beneath the piping at a frequency of one (1) sample for every ten (10) linear feet of fuel line. The sampling locations are illustrated on Figure 3. Soil was screened with a PID for evidence of petroleum contamination and field observations were recorded by a scientist including petroleum odors,visible staining,or elevated PID readings. There was no evidence of petroleum contamination observed in any of the soil samples. Additionally, groundwater was not encountered during the removal of the fuel line. Photographs from the fuel line removal are included in Appendix B. 3.3.1 Soil Sampling Results All soil samples were submitted to Eurofins of Lancaster, PA VOCs and SVOCs as listed in NYSDEC CP-51 Table 2 and Table 3 SCLs for Gasoline and Fuel Oil Contaminated Soils. The samples reported several compounds at concentrations in exceedance of the applicable NYSDEC SCL. Exceedances are summarized on the table below and on the following pages. The purposes of the GPR investigations were to locate a potential underground gasoline storage tank and a potential underground fuel line leading from that tank. During the GPR investigations, the tank was positively identified and approximately 180' linear feet of fuel line, attached to the tank at one end, was also identified. Renova returned to the property in May 2019 to remove the tank and the fuel line. While the tank was extremely corroded upon removal,the soil beneath the tank showed no signs of contamination. Soil samples were collected from the tank removal excavation and one groundwater sample was collected. The soil and groundwater samples reported several compounds in exceedance of the applicable NYSDEC standard. During fuel line removal, the line was removed in pieces and soil samples were collected beneath the piping location. Soils encountered during the fuel pipe removal also showed no signs of contamination but reported several compounds in exceedance of the applicable NYSDEC standards. After sampling results were received and reviewed,the data was shared with Mr. Nick Acampora,the case manager with NYSDEC. Mr.Acampora determined that no further investigation or remediation would be necessary for soil or groundwater at both the underground tank location and the underground fuel line location. A copy of the email from Mr. Acampora is included as Appendix G. Based on these results, Renova respectfully requests that spill numbers 09-11156 and 19-03390 are closed with the New York State Department of Environmental Conservation. A pier juts out into the cove which is able to supply docking boats with both water and power. A utility pole and utility post mark the locations of the contemporary electric power route to the pier. Water is conveyed to the pier through a small diameter plastic line, and that line could not be traced. The only indication of the possible presence of a historic UST is a small concrete pad which may have supported a gas pump. Geophysical Survey Results The GPR survey made use of a GSSI SIR-3000 together with a 400 MHz antenna mounted on a cart. The method involves the transmission of microwave-like signals directly down into the ground and the reception of those same signals as they reflect back up to the receiver. The method works best in dry, sandy, resistive soils with an approximate depth of penetration of around 8'. In damp, clayey, conductive soils the depth of penetration may be as little as 2-3'. The soils at this particular project site allowed a signal penetration down to a depth of around 6'. Survey lines were run in at least two perpendicular directions at a line spacing of around 4'. Line Tracing was undertaken with a Vivax-Metrotech system, specifically the Loc-10Tx (10 Watt) transmitter and a VLocPro2 receiver. The system works on at least two modes including a passive mode where the receiver detects any lines carrying current as well as an induction/conduction mode. In the induction/conduction mode, a specific radio frequency is transmitted into a cable or pipe (either through direct connection or through inductive coupling) and that same frequency is then detected with the receiver to trace the location of the buried pipe or cable. The UST yielded a strong GPR anomaly. The tank is 10' long and 4' wide indicating a volume of 1,000 gallons. The top of the tank sits around 4' below surface. Longitudinal and transverse scans of the tank show that the center of the tank may be slightly higher than the ends. There is a 2" pipe connected to the tank at each end. At the northeast end of the tank, the shallow line leads to the concrete slab where the pump probably sat. That line remains intact as of this writing. The 2" line at the southwest end of the tank leads in a southwest direction, presumably toward the gas station, and sits at a depth of around 1.5'. That connection between the tank and the pipe was severed in the course of exposing the tank. The 2" diameter piping was mapped using both GPR and line tracing. A second pipe was located within the project area and is mapped in light blue. This is a one-inch diameter line which does not intersect with the UST but it does intersect with the concrete pump base. It was mapped with both GPR and line tracing, and it appears to terminate at both ends where it ends on the map. It may have been a conduit for the electric line or it could also have been part of the venting system for the tank. Upon completion of the geophysics fieldwork, all of the results were surveyed using a Trimble Geo7X. The uncorrected location data from this instrument has an accuracy of approximately 2', but correction with Pathfinder software increases the accuracy to approximately 1'. 2 1 P a g e Limitations EPI completes non-intrusive geophysical surveys using equipment and techniques consistent with the standards of the subsurface utility mapping industry. However, there can be no guarantee that every target will be detected at a particular site. Sub-surface conditions may prevent some or all geophysical methods from detecting a particular target.Targets that are non-metallic or deep, as well as areas that are paved or covered with re-enforced concrete may difficult to locate. Every reasonable effort was made to locate all systems of interest whether indicated on records available to us or not, but EPI does not guarantee that all existing utility systems can or will be detected. Wright, which was an active military base during the two world wars. The abandoned fuel line in question supposedly conveyed fuel from a UST at Silver Eel Cove westward some 1,700' to a gas station on Hound Lane by way of both the ferry docking area and the old fort buildings. The ferry docking area was torn up and completely rebuilt in 1982. Many of the old fort buildings adjacent to the presumed path of the pipeline have likewise been demolished. The ferry dock area today is asphalt paved (except for the wood-planked area above the water), while the area of the old fort buildings is mostly an unpaved and uneven parking area with potholes that resemble small ponds. One unidentified square concrete structure flush with the ground in the center of the parking area has some indeterminate anecdotal connection with the pipeline, although an examination of that structure found no supporting evidence of any connection. Near its west end, the expected path of the pipeline passes between two elongate buildings and emerges onto the asphalt-paved Hound Lane where it arrives at the abandoned one-story brick gas station on the north side of the road. A UST was recently removed from behind the gas station and much of the piping removed, according to a utility worker. Today traces of the remains of the water and electric systems can be seen at the gas station, but there are no indications inside or outside of the building of the fuel line. Geophysical Survey Results The GPR survey made use of a GSSI SIR-3000 together with a 400 MHz antenna mounted on a cart. The method involves the transmission of microwave-like signals directly down into the ground and the reception of those same signals as they reflect backup to the receiver. The method works best in dry, sandy, resistive soils with an approximate depth of penetration of around 8'. In damp, clayey, conductive soils the depth of penetration may be as little as 2-3'. The soils at this particular project site allowed a signal penetration down to a depth of around 5'. Survey lines were run in at least two perpendicular directions at a line spacing of around 5'. Working with a map of the presumed location of the pipeline, I expanded the area to include additional potential areas where the pipeline might be found. In airborne photos in this report, those areas are bound by a yellow line. I scanned most of those areas with both GPR and line tracing. The pipeline originated at the 1,000-gallon UST at Silver Eel Cove. That pipeline is 2" in diameter and sits at depths ranging from 1' to 1.5'. 1 located the pipeline using both GPR and line tracing to a distance 21 Page of 180' from the UST. Test Pit#1 was dug to confirm the presence of the pipeline as well as to check the depth and diameter. Geophysics suggests that the pipeline was truncated at 180'. In the area of the ferry dock no pipes were found. An extensive set of historic photos curated by the Fishers Island Ferry District office dating to 1982 shows the massive excavation of the ferry dock area at that time. It seems unlikely that the fuel pipeline would have been left in place with the renovation of the ferry dock. We were not permitted to collect data inside the Coast Guard property, but we scanned the area where we thought the pipeline entered the property and where it exited the property. The pipeline was not located in either of those two places, and I conclude that the pipeline was likely removed during or before the construction of that Coast Guard building. Southwest of the Coast Guard building a 3" diameter metal pipe was located with GPR and checked with Test Pit #2. That pipe is not in the expected location nor with the expected diameter to match the fuel pipeline, but it was the close enough to warrant mapping it. In Test Pit#2 we found the place where the 3" pipe originated (i.e. where it had been sawed off). We traced the pipe for 215' at which point the geophysical signals suggest that the pipe ends or becomes too deep to detect. The only other pipe located in this area is a 1" diameter pipe at a depth of 2'. Again, the diameter makes it an unlikely match for the fuel pipeline. We traced the pipe for a short distance of around 20' and exposed it in Test Pit#4. As the presumed path of the abandoned pipeline crosses Hound Lane on its way to the gas station, there are a series of utilities beneath the asphalt pavement. One is an electric power line and one is a communications cable. Three unidentified utilities at depths ranging from 2' to 3' are mapped in this report, but they do not correspond to the expected pipeline location, and we were not permitted to dig test pits in Hound Lane, therefore we could not check the diameter. None of the unidentified utilities leads to the gas station, and in fact there were no buried utilities located around the gas station. Based on review of these results and my July 2, 2019 telephone conversation with Kelly, please note the following: SCR-296A Tank Removal: Spill 18-10980. Additional soil was removed with subsequent endpoint sampling. Based on review and field observations by Renova personnel indicating that contamination remains, a subsurface investigation (i.e. soil borings)will be required to determine the extent of the contamination and what additional actions may be necessary. Pole Mounted Transformer: Spill 18-126052. Review of data indicates no additional actions are required. This incident can be closed pending submission of disposal documentation. Battery Butterfield Tank Removal: Spill 19-02519. All tanks have been removed. During removal, obvious contamination (petroleum odors/staining)was noted by Renova personnel under and around the tanks. It was also noted that although all the tanks were filled with product, none were found to be leaking. The source of the contamination is not yet known. Sample results have been received and will be submitted to this office as soon as possible for review. Silver Eel Cove Tank and Fuel Line Removal: Based on review of the endpoint sample results in conjunction with field observations by this office and Renova personnel, no additional actions in this area are required at this time. However, for tracking purposes, a spill number for this location must be generated. Mine Casemate: Aboveground tank located in basement of building. Preliminary observations indicate that the tank may have leaked its contents. Tank appears to be 550 gallon capacity. Tank is covered with debris from partial building collapse. Not yet determined if concrete or soil floor or severity of any release. These are the current outstanding issues. As previously discussed full Tank Closure Reports must be submitted for SCR- 296A, Battery Butterfield, Silver Eel Cove and Mine Casemate.
