A meeting of the Southold Town Conservation Advisory Council was held on August 8,
2019 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:50PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young and Carol Brown attended the Fishers Island Town Board meeting
on August 7th.
LWRP Update: Peter proposed the idea of an LWRP pilot project to Mark Terry and
Supervisor Russell. Peter will follow-up with Mark in mid-September to discuss the details
of the pilot. His plan is to evaluate the plan, execute and then go to the town board for
approval. James Abbott requested specifics on exactly what the CAC will be required to
do.

REPORTS
Peter Meeker attended the Board of Trustees meeting held on July 17, 2019. The
Trustees are now enforcing setbacks within their jurisdiction as well as requiring I/A
systems.
Peter Meeker and Carol Brown will continue to work on a tri-fold brochure. Peter shared
the draft spreadsheet which contains names of organizations, contact information, and
website addresses. They will continue to work on the brochure and get price quotes for
the 2020 budget.
Carol Brown met with Joyce Novak from the PEP. She expressed her willingness to
attend a CAC meeting in the near future.
Peter Meeker sent a letter to the Board of Trustees regarding the violation at 21225
Sound Ave., Southold. The contractor was not licensed by the town. He strongly
suggested the contractor be fined to the maximum extent. In addition, these major
projects approved by the Board of Trustees should be bonded. Chairman Peter Young will
send a letter to the Board of Trustees with this request.
APPROVAL OF MINUTES

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Peter Young, it was
RESOLVED SUPPORT the application of HECTOR COLOMBO & LINDA COLOMBO for
the existing 6'X 52' fixed wood dock to 22'X 22' gravel with inlaid brick pavers 5' dia.
circular; a 20' rock wall located parallel to Marion Lake and continued 10' perpendicular to
the shore with 4' steps to grade; existing wood deck with steps to grade; existing house;
concrete slab on east side of house and cellar entrance; roof over concrete stoop
entrance; wood deck on front of house; and property line fence on north side and south
side of property. No changes to existing structures.

RESOLVED to SUPPORT the application of KUMRA REV. LIVING TRUST to demolish
and remove, if necessary, rubble from concrete piers and damaged seawall; replace with
approx. 68 ft. of 12"X 16' long Shore Guard vinyl sheet piles with 12" dia. 20' long CCA

piles and waters. New bulkhead to match height elevation of adjoining bulkheads and
install retractable aluminum ladder to beach.

RESOLVED to SUPPORT the application of MILL CREEK PARTNERS, LLC for a 662 sf.
addition to the existing first-floor dining space in the southeast corner of the existing
building. Removal of the majority of the existing southeast first-floor deck leaving 170 sf.
for circulation and crawl space below and second-floor deck space above.

RESOLVED to SUPPORT the application of NORTH FORK LENDING LLC C/O
EUGENE BURGER to construct a 300' long rock revetment along the shoreline of
Peconic Bay to measure 4' in height and roughly 5' wide, and backfilled with clean sand
with a beach grass planting at top of the escarpment. Core stone will extend the length of
the proposed revetment and installed at 1.5' deep and 3' wide. The entire underside of the
revetment to be lined with filter cloth. The weight of the stones are as follows: Capstone
300-500 lbs., toe stone`500-600 lbs. and core stone 1-2 lbs. with gravel.

RESOLVED to SUPPORT the application of DANIEL F. KELLY & KATHLEEN M. KELLY
to remove existing dwelling and foundation, abandon and remove existing sanitary
system, reutilize existing entry onto property and existing driveway. Construct new
dwelling with pool, install hay bale berm and silt fencing prior to any demolition and
construction, and construct new masonry patio/deck to the rear of the structure.

RESOVLED to SUPPORT the application of EAST END HARBOR LIGHTS CO., LLC to
install a 28'X 14' swimming pool with coping stone surround; construct 6'X 6' spa with 12"
coping stone surround, code compliant 4' aluminum fence with gates, 650 sf. bluestone
raised pool patio 10" above grade constructed with dimensional pavers within the new
retaining wall and new raised planter adjacent to existing raised patios.

RESOLVED to SUPPORT the application of TEAMC99A PROPERTIES, LLC to demolish
and remove existing dwelling and construct new two-story, approx. 1,289 sf., single family
dwelling with approx. 309 sf. waterside deck with 4' wide steps, 89 sf. side deck and 90 sf.
front entry deck; install drainage system of leaders, gutters and drywells; raise existing
grade with approx. 25 cy. of clean sand fill to be trucked in from an approved upland
source and placed within Ch. 275 jurisdiction; and contain fill with two 12"X 4' high (max.)
retaining walls.

construct a dock assembly consisting of a 3'X 80' catwalk, 3'X 10' ramp and access

RESOLVED to SUPPORT the application of CHARLES G. PARDEE to construct a 26'X
16' stone patio; erect a 6' high wooden fence; replace landward retaining wall
inkind/inplace; relocate existing wooden deck and stair beach access assembly 20' to the
east of its original,location and to reorient the lower stair portion of the assembly to the
east side of the deck portion of the assembly.

RESOVLED to SUPPORT the application of 5445 PECONIC BAY HOMEOWNER, LLC to
construct a driveway within 100' setback from freshwater wetlands. Clearing for 12' wide X
approx. 200' in length driveway is estimated to be approx. 5,000 sf. Water line and power
line within cleared areas.

HOLDING, LLC to construct a 35'X 22' three car garage, two stories w/ accessory
apartment over, with one bedroom. Install two (2) drywells and install an I/A OWTS septic
system.

remove and replace approx. 171 If. of existing timber bulkhead with vinyl bulkhead (in-
place and 12" higher), construct new 10' vinyl return along easterly property line, and
backfill with approx. 25 cy. of clean sandy fill to be trucked in from an approved upland
source; remove and replace existing steps to beach with 4'X 6' timber platform and 4'X 6'
shore-parallel steps to beach; and establish 10' wide non-turf buffer adjacent to bulkhead.

covered sitting area on an existing brick foundation.

RESOLVED to SUPPORT the application of CHOCOMOUNT COVE PARTNERS LLC to
remove an existing deck, structure and steps. Construct and addition to an existing single-
family dwelling with drywell for roof run-off. Construct a pool and pool deck, rock wall,
deck and to construct a shade structure.

EROSION PERMIT APPLICATIONS

RESOLVED to SUPPORT the application of JOHN MILTAKIES, TRUSTEE to Amend
Wetland Permit#334 to legalize the as-built dock location, existing 6'X 20' floating dock in
current location in an "I" configuration.

RESVOLED to NOT SUPPORT the application of BIM E. STRASBERG & ALEXANDRA
M. LEWIS to Amend Wetland Permit#9342 and Coastal Erosion Permit#9342C to
conduct repairs to a bulkhead; cut perpendicular to the shoreline, slope not to exceed 1:6,
side slope will be terraced and stabilized, and haybales and silt fence in place during
construction. Upon completion of work contractor will re-establish natural grade of slope.

be bonded and include a restoration plan.

Wed., August 14, 2019 at 5:30PM.
The next meeting of the Conservation Advisory Council will be,held on September 11,
2019 at 4:30PM in the Town Hall Conference Room.
