Main Rd. &Youngs Ave.) Southold, NY 11971 �p� Telephone: 631765-1938 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town of Southold Board of Trustees From: Mark Terry, Assistant Town Planning Director LWRP Coordinator Date: January 10, 2019 Re: LWRP Coastal Consistency Review for NEW SUFFOLK WATERFRONT FUND SCTM# 1000-117-8-18.1 NEW SUFFOLK WATERFRONT FUND requests an Administrative Permit to repair drainage issues within the parking lot that has a current gravel French drain measuring 5.5' wide, 13" deep for 487 linear feet by adding up to four (4) drywells at critical points in the French drain, with 20 feet of piping in.each direction in the French drain to disperse the water into the existing drain; each proposed drywell will be 30" in diameter and 2' deep; and to trench t1' wide areas in order to lay the piping in each direction for the proposed drainage system. Located: 650 First Street, New Suffolk. SCTME 1000-117-8-18.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. I 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies`and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its sib i beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supporting and non- supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and conditions,it shall not be undertaken. The soil over the French drains has become compacted in several areas due to weight of vehicles over the past 3 years. Since the nor'easter at the end of October, 2018 the situation has become critical and the last several heavy rains in Nov/Dec have made the legally required handicapped parking spaces unusable. It takes more than a day to drain these areas. See attached pictures. The drywell in this location is urgent. The current drainage in the parking lot is a Gravel French Drain measuring 5.5 ft wide, 13 inches deep for 487 linear feet. We propose adding up to 4 drywells at critical points in the French drain, with 20 feet of piping in each direction in the French drain to disperse the water into the existing drain. Each proposed drywell will be 30" in diameter and 2 feet deep.
