Box 1179 54375 State Route 25 Southold, NY 11971 (cor.Main Rd. &Youngs Ave.) CC Telephone: 631765-1938 Southold, NY 11971 OOUNT`1,��y LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town of Southold Board of Trustees From: Mark Terry, Assistant Town Planning Director LWRP Coordinator Date: January 10, 2019 Re: LWRP Coastal Consistency Review for SANDRA & RONALD ERICKSON SCTM# 1000-56-5-13.1 Suffolk Environmental Consulting on behalf of SANDRA & RONALD ERICKSON requests a Wetland Permit to remove existing ±175' long timber bulkhead and replace with new±175' long bulkhead in place and comprised of vinyl sheathing, TxT @ 2 tiers timber walers, Tx6" @ 2 tiers timber clamps, 8" diameter timber pilings, 2"x18" timber top cap, all via a backing system comprised of 6 diameter dead-men and lay-logs; all backfill will be from the resultant excavation of the existing bulkhead and area of restorative dredging; no additional fill is planned to be deposited onto We property; within an area measuring 15'x100' along bulkhead, dredge via back hoe form the uplands to an underwater depth not to exceed-± -2.5' as measured from Average Low Water; the dredged lands will be utilized as backfill along the landward side of the bulkhead reconstruction; remove, existing cantilevered platform, hinged ramp and floating dock; install new 4'x5' cantilevered platform; two (2) 3'x15' hinged ramps on either side of platform; and two (2) floating docks each to be 5'x15' at end of each hinged ramp secured by two (2) sets of 8 diameter pilings per floating dock (4 total); and install vertical stays (metal cables)to maintain the floating dock's elevation at a minimum of 2.5' above underwater grade. SCTM# 1000-56-5-13.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department,, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided that the action meets the requirements of§ 275-11 Construction and operation standards of the Southold Town Code: Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space,makes efficient use of infrastructure,makes beneficial use of a coastal location,and minimizes adverse effects of development. See LWRP Section III—Policies; Page 2 for evaluation criteria. ® Yes ❑ No ❑ Not Applicable Subject proposal is consistent with the policy in that the of the proposed reconstructed bulkhead, dockage and restorative dredging of a small area alongside the bulkhead for purposes of navigability and dockage will maintain the character of the surrounding neighborhood, which currently consists of many similarly-improved residential lots with similar accessory structures (i.e. bulkheading and dockage along this man-made canal). In addition, subject proposal will be in harmony with the"...beneficial use of a coastal location..." in that the legally created residential waterfront (i.e. coastal) lot will be enhanced by the reconstruction of the bulkheading and dockage, and improvement to the navigability of this section of the canal. The existing backing system is unknown. The new bulkhead will measure 175.0' ± in overall length, and is to be comprised of Vinyl Sheathing (i.e., C-Loc or similar), Timber Walers (6" x 6" @ 2 tiers), Timber Clamps (6" x 6" @ 2 tiers), Timber Pilings (8" (P), Timber Top Cap (2" x 18"), all tied via a Backing System consisting of Deadmen & Lay-Logs (6" (P). All backfill will be from the resultant excavation of the existing bulkhead and area of restorative dredging. No additional fill is planned to be deposited onto the property. (b) RESTORATIVE DREDGING: The section of underwater lands seaward of the existing bulkhead have built up to the point of being detrimental to boat navigation. Consequently, during the proposed bulkhead restoration, an area measuring 15.0'x 100.0' along the bulkhead is to be dredged(via back hoe from the uplands)to a underwater depth not to exceed 2:5-±-as=measured>from ALW. The dredged lands will be utilized as backfill along the landward side of the bulkhead reconstruction. (c) DOCK RECONSTRUCTION & RECONFIGURATION: The existing dockage consists of a cantilevered Platform (3' x 5'), a Hinged Ramp (2' x 10') and a Floating Dock x 16'). The property had benefited from a Town of Southold Board of Trustees Permit �(No.—464)-permitting the maintenance approval to maintain existing dockage that consisted of a cantilevered Platform (4' x 4');--a-H-inged Ramp (3' x 8�);-MainFZoating Dock (5' x 1'5')� and Secondary Floating Dock (4' x 20'). The existing backing system is unknown. Consequently, during the V o N proposed bulkhead restoration, an area measuring 15.0' x 100.0' along the bulkhead is to be dredged (via back hoe from the uplands) to a underwater depth not to exceed-2.5'±as measured from ALW. The dredged lands will be utilized as backfill along the landward side of the bulkhead reconstruction. o U (c) DOCK RECONSTRUCTION&RECONFIGURATION: The existing dockage consists of a cantilevered Platform(3' x 5'),a Hinged Ramp(2' x 10')and a Floating Dock(5' x 16'). The property N E had benefited from a Town of Southold Board of Trustees Permit(No.464)permitting the maintenance approval to maintain existing dockage that consisted of a cantilevered Platform(4' x 4'), a Hinged Ramp (3' x 8'), Main Floating Dock (5' x 15') and Secondary Floating Dock (4' x 20'). The proposed reconstruction & reconfiguration is to consist of a cantilevered Platform (4' x 5'), two (2)Hinged Ramps(3' x 15' @ either side of the Platform) and two(2)Floating Docks(5' x 15' @ either end of each Hinged Ramp) secured by two(2) sets of Pilings per Floating Dock(4 total @ 8" (P).
