HomeMy WebLinkAbout05/21/2019 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, May 21, 2019 Town Hall Annex Executive Board Room Work Session: 3:00 p.m. Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy, Donald Feiler and James Grathwohl. Also present: Town Attorney John Burke, Town Historian Amy Folk and Administrative Assistant Tracey Dwyer. Quorum present. Discussions: 1. The possibility of holding the work session and meeting one hour earlier as of the next calendar year. / Grathwohl. -May not work with the public and town employees. -To be revisited. 2. Review of findings and resolution for the Potters Application. -All members agreed to the language and decision of the prepared document. -Document will be motioned for approval at the regular meeting. 3. Discussed the need for Southold Town Board approval of the official Orient Historic District map to be used by the Building Department for application review. -Recognized how a recent sign in the district was approved that would have needed Historic Preservation Commission review according to the Orient Historic District map. -Town Attorney John Burke will be researching the described boundaries of the Orient Historic District to advise the commission how to move forward on the issue in a timely manner. Budget/ YTD Expense Report: To be distributed to commission members via e-mail. Moved Sorenson Pre submission conference to work session. Sorenson - Request for a Certificate of Appropriateness concerning a proposed fence at 370 Orchard Street, Orient, NY, 11957, SCTM# 1000-25.-4-5. • Commission reviewed fence design details provided by Mr. Sorenson. • Public hearing to be set for Tuesday, June 4, 2019. 1 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, May 21, 2019 Town Hall Annex Executive Board Room Regular Meeting Call to Order: 4:00 p.m. Approval of Minutes: Approval of April 16, 2019 minutes. nd Motion to approve by Vice Chairman Surchin, 2 by Robert Harper, AYES: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy, Donald Feiler and James Grathwohl. Chairman's Comments / See attached addendum to minutes. Budget/ YTD Expense Report: To be distributed to commission members via e-mail. Discussion: Jamie Garretson gave a brief update of his presentation on "Why Preserve" at Peconic Landing on Sat. May 18, 2019.  Included Louisa Hargrave of Long Island Wine Industry and John Halsey of Peconic Land Trust.  James Grathwohl was in attendance. Commented that it was an excellent presentation and felt it should be scheduled at least once annually. 4:15 pm: Public Hearing: Even Lewis: 2395 Village Lane, Orient, NY, 11957 (SCTM# 1000-26.-1-12.1) • Request for a Certificate of Appropriateness of a proposed shed. • Shed dimensions have been reduced to 99 square feet (9 x 11). • Roof pitch has been specified to be a 12:8 pitch. • Commission is approving Anderson 400 series full divided light with spacer bars or brasco- single pane wood windows, • Mr. Lewis has resolved any issues with Zoning Board of Appeals. Motion to approve by Jamie Garretson, 2nd by Anne Surchin, AYES: Approved unanimously. Certificate of Appropriateness to be issued. 2 4:30 pm: Public Hearing: Lori Feilen: 925 Orchard Street, Orient, NY, 11957 (SCTM#1000-25.-2-18) • Request for a Certificate of Appropriateness of a proposed pool fence. • George Simms of Custom Carpentry represented the owner. • Mr. Simms presented photos and the specifications of the fence to include post caps, flat top pickets and to be built from natural color cedar wood. Motion to approve by Jamie Garretson, 2nd by Donald Feiler, AYES: Chairman Webb, Robert Harper, Jamie Garretson, Joe McCarthy, Donald Feiler and James Grathwohl. Opposed: Anne Surchin. Certificate of Appropriateness to be issued. Approval of Administrative Application: Judith Woodard and Myrna Burks: 1945 Village Lane, Orient, NY 11957 Suffolk County Tax Map # 1000-25.-3-11  Request to replace additional 13 windows with Andersen Windows.  Andersen A series 2 over 2 with spacers and historic sills that were previously approved by the Commission. Motion to approve Administrative Application by Joseph McCarthy, 2nd by James Grathwohl, AYES: Approved unanimously. Unfinished Business: 1. Approval of findings and decision for 675 Skippers Lane, Orient, NY (SCTM-1000-24.-2- Commissions Resolution is to deny the Certificate of Appropriateness. Applicant will have the opportunity to present their case to the Town Board if necessary pursuant town code section 170-10 or: Submit new plans and a new application to the Historic Preservation Commission./John Burke Motion to approve findings of 675 Skippers Lane by Anne Surchin, 2nd by Robert Harper, AYES: Chairman Webb, Robert Harper, Jamie Garretson, Joseph McCarthy, Donald Feiler, James Grathwohl and Anne Surchin. 2. Completion of Pamphlets – Draft being designed for next meeting. 3. Status of Awards nominations- Garretson  Jamie Garretson is still gathering requested information on each property.  James Grathwohl would like to increase the PR that will be associated with the award presentations. He is going to contact the local paper to see what they would be interested in doing. 3 4. Completion of Handbook Revisions - No changes at this time. 5. Adjustments to Orient Historic District Map- Topic was addressed during the work session. 6. CLG status- Garretson More research is being done. 7. Historic Preservation Commission Bulletin Board is now in the Building Department. 8. Handicap ramp update. Harper  Greenport will allow a handicap ramp to be constructed without a permit and without historic preservation commission review.  Southold will approve a handicap ramp on a "fast tracked" review.  Historic Preservation commission is working on the wording to amend the handbook to exempt emergency ramps from review. Draft resolution to be approved at next meeting. New Business 1. Reviewed 510 Oyster Ponds Lane Building Department Disapproval. 2. Owner has not yet applied to the Historic Preservation Commission. 3. Reviewed 1000 Village Lane Building Department Disapproval. 4. Applicant has applied and is set for a Public Hearing on June 4, 2019. Commission agreed to hold its next meeting on June 4, 2019 at 4:00pm in the Town Hall Annex. (No work session will take place).
