HomeMy WebLinkAbout06/20/2019 Town of Southold Housing Advisory Commission Draft Minutes Meeting #137 June 20, 2019 Present: Rona Smith, Denis Noncarrow, Patricia Lutzky, Debra O’Kane, Nancy Messer, Mark Levine. Eric Dantes excused. Observers: Bob Hanlon Meeting began at 4:30 p.m. 1. Approval of March 21, 2019 – Pat Lutzky made a motion to approve March 21, 2019 nd Minutes, Debbie O’Kane 2 the motion to approve minutes – tabled. 2. Responsibilities of HAC – a. Pat - leading AirBnB Research b. Mark Levine – Take on Southampton Housing Trust Fund c. Rona – work on LI Housing Partnership with Diana Weir – Invite her to next meeting. d. Mark Levine – Rona asked Mark Levine to take work on density housing – multiple housing on site. Halo zones. Back to back, Side to Side houses on a lot. e. Debbie – Look at old homes to be broken into apartments or multifamily homes. f. Nancy – Rona asked Nancy to look at Wastewater treatment options. g. Debbie – looking at AirBNB nationally. 3. Review Southampton Housing meeting and resulting ideas a. No discussion mentioned. 4. Recap, Thiele legislation and timetable – Nothing new to discuss. Discussion: 5. Components of Comprehensive Housing Plan. a. Inclusion of NFHA b. Possibilities for employer-sponsored workforce housing- Talk to George owner of Hellenic Snack Bar to discuss possibilities of Employer sponsored employee housing. Employers of the area to buy a house for employee housing. c. Grants and loans for home repair d. Grants and loans for creating Accessory Units – Town of Southold will always be a place for single family housing – should we use some of money for creating accessory apartments to help homeowners pay taxes. Look into creating a fund for loans with low interest rates. Pay loan back with rent proceeds. e. Mark Levine – brought up accessory apartment funding options – create tax abatement if someone wants to create accessory apartment. Further discussion on how what the “rules” would be. 6. Pat brought up that Town of Riverhead has permit requirement for rentals. Every 2 years the homeowner needs to have the house re-inspected to make sure that house is up to code, etc. 7. Discussion of AirBnB and requirements – Zoning, compliance, permits, hotel tax, etc. 8. Discussion and Invitation to Vineyard View groundbreaking, June 25, 11:00 am. 9. Discussion – trying to keep commission to 10 members. Next Meeting Scheduled for July 25, 2019 @ 4:30 pm in the Library of Peconic Landing. Meeting Adjourned at 5:35 pm.
