July 25, 2019
Present: Denis Noncarrow, Patricia Lutzky, Debra O’Kane, Cheryle Amara, Eric Dantes. Mark
Levine – came late 5:05 pm, Nancy Messer excused.
Observers: Bob Hanlon
Meeting began at 4:30 p.m.
1. Approval of March 21, 2019 – tabled.

2. Approval of May 2, 2019 HAC Meeting Minutes – Motion by Pat, 2 by Eric and
approved Unanimous.

3. Approval of June 20, 2019 HAC Meeting Minutes – Motion by Eric, 2 by Cheryle
and approved Unanimous.
4. Guest Todd Feuerstein discuss possible Affordable Apartments Traveler Street.
a. Modular Units – Nice Finishes.
b. Three months to get up and finished once site has been prepared.
c. Rooftop solar, clean energy structures.
d. Denis encouraged Todd to go to Town Board Work Session to discuss with TB
e. Motion to Support Affordable Housing Project – Debra. Second by Pat and
approved Unanimous.
5. Debra O’Kane – Acting Chair suggested the HAC rotate duties of Chair until a
permanent appointment could be made.

7. Plan for the upcoming months
a. Denis is making himself available to help new members to learn the process,
code, etc.
8. Inclusion Zoning
a. Look over Hud numbers.
b. Pat makes recommendation to get educated on how income limits are
determined for Affordable Housing.
c. Inclusionary Zoning – States how much has to be put aside for affordable
housing or buy out units.
d. Debra asked to get definition from code on definition of Inclusionary Zoning
for Town Code.
e. Housing Plan – First time mortgage kick off. 2% land preservation and .5% set
aside for affordable housing.
9. Plan to Delegate – Revisit at Next Meeting
Discussion:
10. Revise Accessory Apartment Code
a. Main house does not have to be primary residence of homeowner, but can
use accessory apartment as primary residence.
b. Apartment can’t be smaller than 350 Sq Ft, but no more than 750 Sq Ft
11. Inventory of town apartments and affordable apartments.
a. Cheryle made reference to the fact that the town does not have inventory of
apartments or affordable apartments.
b. No incentive to take on expense of creating accessory apartment to go to
affordable housing list.
Next Meeting Scheduled for August 22, 2019 @ 4:30 pm in the Library of Peconic Landing.
Acting Chair is Eric Dantes for Aug meeting.
