July 15, 2019 Meeting
Called to Order at 10:03 AM by Chairman Neb Brashich. Southold Town Clerk
Members Present
Town Engineer Jamie Richter, Police Chief Martin Flatley, Planner Brian Cummings, Greenport
Trustee Mary Bess Phillips, Jim Kalin, Nick Mazzaferro, and Tom Fox. Neb reported that Frank
Field has been hospitalized.

Approval of June 17, 2019 Meeting Minutes
A motion to accept the minutes was made, was seconded and was carried.
Public Requests
Traffic Safety Concern at Mattituck-Laurel Library— Second Request—Town Board Decision
Neb's memo of June 24, 2019 to the Town Board endorsed Chief Flatley's recommendation that
NYSDOT should designate a "No Parking Zone" for a short distance in both directions along the
eastbound shoulder of Route 25, as well as replacing the faded existing signage at the library
location.
Old North Road & Horton's Lane, Southold —Safety Issue—Town Board Decision
Neb's memo June 21, 2019 to the Town Board, with an attached sketch, recommended
extending the existing yellow back line further eastward to make the approach clearer.
Two Requests for Stop Signs on Peconic Bay Boulevard —Sigsbee Road Civic Association and
Linda Gallo—Town Board Decision
Neb's memo June 21, 2019 to the Town Board made the following recommendations:
Rejection of SRCA's request for 4-way stop signs at the intersection of Peconic Bay Boulevard
and Sigsbee Road, as the existing sight lines were found to be adequate.
Approval of the installation of a stop sign on the right side of Bay Avenue at the intersection of
Peconic Bay Boulevard, due to the presence of a pedestrian walkway there.
Request for Speed Review on Main Bavview Road -Southold
Neb's memo June 21, 2019 to the Town Board recommended that the concerned local resident
should be informed that stop signs are not warranted, as sighting distances are adequate.
Moreover, speed bumps are not allowed on Town roads.
Suffolk County Park—Cedar Beach - Southold
Chief Flatley observed that garbage left there by fishermen is a concern and suggested that
Suffolk County should be alerted accordingly.
Crosswalk Request NYS Route 25 between Hobart Road and Town Harbor Lane - Southold
NYSDOT's letter of June 8, 2019 to Councilman Ruland noted that it will report on the findings
of its investigation of that issue.

Town Supervisor, Board and Trustee Requests
Pike Street Parking Lot and Dean Parking Lot—Striping Proposal— Mattituck—Town Board
Decision
There has been no news from the Town Board concerning the submission of drawings for both
lots with suggestions for color-coded striping for various time limits.
New Suffolk Parking —Contract Update &Timing
Following up on Jim Baker's suggestion, Jamie Richter noted that a five or six person cross
section of the New Suffolk community should be formed from a complete list of interested
parties to provide local input to the consultants:
Planning Board Requests
Transportation & Infrastructure Chapter of Town Comprehensive Plan —Chapter Re-write and
Timing
The revised T&I Chapter will be discussed at the next meeting.
Planner Cummings noted the entire Plan is available on-line and that public hearings will be
scheduled during July and August 2019.
Current Transportation Issues - Updates
Love Lane New Proposed Contract Update—Mattituck
Jamie Richter reported that matter continues under review by NYSDOT.
Transportation Discussions with Riverhead Officials
Trustee Phillips suggested that the Village of Greenport should be included in any discussions
of that issue. The minutes of the Commission's June 17, 2019 meeting outlined suggestions for
those discussions.
Old Business
Annual Fishers Island Town Board Meeting, Auqust 7, 2019,
Due to conflicts, representatives of the Commission will be unable to attend that meeting.
Village of Greenport and North Ferry Traffic Issues— NYMTC Grant
Trustee Phillips advised that a $400,000 grant from New York Metropolitan Transportation
Council has been approved for the"hard design" of solutions for alleviating traffic congestion at
the North Ferry dock. The grant will be on 80/20 percent match basis, with VGPT and NF each
providing 10 percent.
Public Comment
East Marion Civic Association—Report on Lavender Farm Traffic
Ms. Griffin reported that, although traffic flow has improved, it still remains a problem. It is
understood the Farm's new Calverton venue is expecting full blooms in due course with a
marketing building to be erected.
Executive Session
The Commission voted to enter a short executive session and the ECMA represented departed.
Next Meeting
The next meeting is scheduled for Monday, August 19, 2019 at 10:00 AM in the conference
room at Town Hall.

Hi Neb,
Can you be so kind as to add to the next Transportation meeting agenda as discussion of
making Mill lane and Grand ave in Mattituck from a two way stop sign to a four way stop
sign. Seems there have been two bicycle accident there and one speeding around the
corner of Grand ave,a lost control and took out a telephone pole and fire hydrant.
