Present were: Peter Young, Chairman John Stein, Member James Abbott, Member Peter Meeker, Member Carol Brown, Member Lauren Standish, Committee Secretary Absent: Caroline Burghardt, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:30PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS REPORTS Caroline Burghardt was not present at the CAC meeting, however, she submitted her written recommendations and reports. Caroline,attended the Board of Trustees meeting held on June 19, 2019. The meeting was business as usual. s 2 Peter Meeker, Caroline Burghardt and Carol Brown will continue to work on the list of environmental organizations and contacts. Carol Brown requested an update on the LWRP training and reviews. Chairman Young will contact Mark Terry and invite him to the September meeting. Carol Brown offered to coordinate a meeting with Joyce Novak, Director of the Peconic Estuary Program, and Conservation Advisory Councils from the surrounding towns for a discussion and share ideas on how we can provide assistance to one another. APPROVAL OF MINUTES Moved by John Stein, seconded by Carol Brown, to Approve the Minutes of June 12, 2019. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of SUSAN & TIMOTHY MILANO to demolish garage, attached covered porch, attached to two-story dwelling; renovate existing first floor and second floor of dwelling, replacement windows and relocation of kitchen and existing bathroom; construction one-story addition landward of the existing dwelling and attached two-car garage with attached greenhouse; hot-tub and outdoor shower; and proposed 32'X16' in-ground swimming pool relocated and moved further landward to follow Suffolk Co. SWCD's recommendation. Located: 745 Aquaview Ave., East Marion. SCTM#21-2-9 Inspected by: John Stein, Peter Meeker, Carol Brown The CAC Supports the application, however the Suffolk Co. SWCD's recommendation was not included in the application before the CAC. The location of the sanitary system was not on the plan and there was a question as to whether or not it was being upgraded. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of PETER & MARISA PATINELLA for the demolition of the existing dwelling, proposed as-built new dwelling constructed on existing foundation with foundation extended 4.3'X 16.4' for garage and extended 10.9'X 21.1' for covered porch. Dwelling 2,053 sf. with garage extension plus porch 230 sf. for a total of 2,283 sf. Located: 440 South Lane, East Marion. SCTM#38-6-12 Inspected by: John Stein, Peter Meeker, Carol Brown I ti 3 The CAC Supports the application with the Condition the existing vegetated buffer is maintained and there is an appropriate drainage system to contain stormwater run-off. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of RENEE PONCET & STEPHEN J. FITZPATRICK to construct a single-family dwelling and install new sanitary system. Located,: 702 Wiggins Lane, Greenport. SCTM#35-4-28.36 Inspected by: John Stein, Peter Meeker, Carol Brown The CAC Supports the application with the recommendation of an I/A system, an appropriate drainage system to contain stormwater run-off, and requests the applicant keep as many mature beech trees as possible. The CAC was pleased to see IPE materials used on the existing dock. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of 1240 GULL POND, LLC to remove deteriorated decks, walkways and staircases and replace to conform to coverage limitation. Remove and replace a portion of bulkhead to secure property; and extend existing dock to accommodate a 42 ft. sailing vessel and two (2) smaller craft. Located: 1240 Inlet Extension, Greenport. THORP JR. & PAULA C. THORP to repair the existing bulkhead by replacing 76'6" of existing wood sheathing with vinyl sheathing behind existing piles; excavate behind bulkhead as required for construction; repair and replace existing dead men as needed; and backfill to existing elevation. Remove approx. 455 sf. of wood decking for construction and replace inkind/inplace; and remove and replace boat hoist. Located: 2500 Old Orchard Rd., East Marion. SCTM#37-5-24 Inspected by: John Stein, Peter Meeker, Carol Brown Vote of Council: Ayes: All r 4 Motion Carried Moved by John Stein, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of DONNA HOBSON CAMPBELL to construct a staircase with landings to access shoreline; construct retaining wall across entire property line to stabilize eroded top of slope and prevent further erosion. Stone revetment wall to be 3' in height and 95' in length. Place 2 layers of burlap over disturbed areas under and around proposed staircase and eroded and/or disturbed area above stone revetment and plant American beach grass 1ft. on center. Located: 63429 CR. 48, Greenport. SCTM#40-1-19 Inspected by: John Stein, Carol Brown, Peter Meeker The CAC Supports the application with retractable stairs at the base. The CAC has a concern with the proposed methodology of the project. Cutting a temporary "chute" down the bluff face is not consistent with best practices and defacing the bluff would not be supported by the CAC. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of GABRIEL FERRARI to remove and replace 47 If. of existing bulkhead with new vinyl bulkhead in same location as existing and raised height of 12". Remove and replace 25 If. of vinyl bulkhead return. Install 10' wide non-turf buffer and install 10 cy. of clean sand fill. Located: 295 Bayview Ave., Southold. SCTM#52-5-26 Inspected by: John Stein, Carol Brown, Peter Meeker The CAC Supports the application with the installation of a 10' non-turf vegetated buffer and depicted on the site plan. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of SOUTHOLD PARK DISTRICT to dredge 225 cy. of bottomland, dewater on parking lot surrounded by hay bales/siltation fencing to reduce runoff and dispose in an approved upland location. Ten year maintenance permit requested. Located: Young's Avenue, Southold. SCTM#64-1-10.1 Inspected by: John Stein, Carol Brown, Peter Meeker Vote of Council: Ayes: All 1 5 Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of 1280 COREY CREEK LLC to construct a fixed timber dock, with water and electricity, consisting of a 4'X 12' landward ramp leading to a 4'X 128' fixed catwalk constructed with open-grate decking, elevated 4' above grade of marsh; a 3'X 14' hinged ramp; and a 6'X 20' "T" shaped float secured by two (2) 8" dia. pilings. Located: 1280 Corey Creek Lane, Southold. SCTM#78-4-17 Inspected by: Caroline Burghardt, James Abbott, Peter Young, Carol Brown The CAC Supports the application and requests the area landward of the tidal wetland boundary be designated as a non-disturbance buffer. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of JOHN & JEANETTE COLLINS for the removal and replacement of existing 100 If. bulkhead with new vinyl bulkhead in same location as existing and removal of existing timber steps to beach and replacement with new 4'X 4' platform and 4' wide X 8' long steps to beach along bulkhead face. Provide a 10' wide non-turf buffer along the bulkhead. Located: 515 Watersedge Way, Southold. SCTM#88-5-60 Inspected by: Caroline Burghardt, Peter Young, James Abbott The CAC Supports the application with retractable stairs at the base, parallel to the face of the bulkhead, and the installation of a 15' vegetated non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of LYDIA DEFEIS for the installation of a retaining wall along south of property by existing bulkhead; regrading of ground on both sides of retaining wall and construction of new stair from grade up to existing back deck. Retaining wall 100' long and 3' high, stairs 28.5' long and 3.75' wide. Located: 1165 Cedar Point Drive West, Southold. SCTM#90-1-3 Inspected by: Caroline Burghardt, Peter Young, James Abbott The CAC Supports the application with appropriate salt tolerant plantings between the retaining wall and the bulkhead, and a review of the durability of the returns on the north end of the property. 1 ' 6 Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of WILLIAM MacGREGOR for the removal of the existing fixed dock, ramp and floating dock and replacement with a new 4'X 80' fixed dock with thru flow decking on entire surface, 30"X 16' aluminum ramp and 6'X 20' floating dock supported with two -10" dia. piles. Trimming and maintenance of a 4' wide cleared path from the proposed dock to the edge of the existing maintained lawn. The new dock will be in the same approximate location as the existing. SCTM#104-9-2 Inspected by: Peter Young, James Abbott, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of 1050 WEST COVE ROAD, LLC for renovations to the existing dwelling consisting of a first-floor addition, new sunporch, new front porch, front and side decks, new 2"d floor space over existing footprint; proposed swimming pool and pool backwash; proposed barn, reconfigured driveway w/drywells; and new conforming sanitary system. Located: 1050 West Cove Rd., Cutchogue. SCTM#111-5-1 Inspected by: Peter Young, James Abbott, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of VANSTON BEAR, LLC throughout approx. 86,400 sf. area (including approx. 5,000 sf. north ravine area and approx. 6,000 sf. south ravine area) selectively remove existing noxious and/or invasive vegetation and establish both replacement and supplemental native plantings; remove two existing black locust trees from top of bank to north of proposed dwelling location (Permit#9462); and establish a 10' wide 1,500 sf. non-turf buffer on west side of proposed dwelling to be planted with native grasses. Located: 5250 Vanston Rd., Cutchogue. SCTM#111-10-14 Inspected by: Peter Young, James Abbott, Caroline Burghardt The CAC Supports the application, however the locust trees were not flagged. Vote of Council: Ayes: All 7 Motion Carried Moved by Peter Young, seconded by James Abbott, it was RESOLVED to SUPPORT the application of JOHN W. & ELLEN BELLANDO for an existing 20'X 42' in-ground swimming pool, remove and replace existing pool patio with new brick pavers in same location and elevation as existing.. Install silt fence seaward of work during construction. Located: 1370 Jackson Street, New Suffolk. SCTM#117-10-10 Inspected by: Peter Young, James Abbott, Caroline Burhgardt The CAC Supports the application, however the work has been completed. There was a question concerning the legality of the existing staircase and consistency with best management practices, and whether the pool house is in compliance with the town code. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Peter Meeker, it was RESOLVED to NOT SUPPORT the application of WILLIAM FROEHLICH to demolish an existing one and a half story single family dwelling and to abandon the sanitary system; construct a new two-story single family dwelling including covered porches and a screened porch; leaders and gutters to drywells; install new sanitary system; install new gravel driveway with drainage. Proposed dwelling to be located 67.7' landward of existing bulkhead. Located: 6130 Peconic Bay Blvd., Laurel. SCTM#128-2-6 Inspected by: Peter Young, James Abbott, Caroline Burghardt The CAC does Not Support the application because the setback for the proposed dwelling at 67.7' from the bulkhead is not compliant with Ch. 275-Wetlands. Vote of Council: Ayes: All Motion Carried Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for Wed., July 17, 2019 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on August 8, 2019 at 4:30PM at Down's Farm Preserve.
