A meeting of the Southold Town Conservation Advisory Council was held on June 12,
2019 in the Town Hall Conference Room.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4:35PM by Chairman Peter Young.

CHAIRMAN'S ANNOUNCEMENTS
REPORTS
John Stein attended the Board of Trustees meeting on May 15, 2019. The application'
submitted on behalf of Katherine Campbell for the construction of'a retaining wall was
approved, as applied for.
Caroline Burghardt, Peter Meeker and Carol Brown will continue to work on a list of
environmental groups with contact information for public distribution.

Carol Brown and Peter Meeker attended a panel discussion hosted by the Times Review
Newspaper regarding climate change and coastal resiliency. She proposed arranging a
joint meeting with other towns and environmental groups to further discuss the topic.
Councilman Jim Dinizio proposed the idea of assisting Mark Terry with the LWRP reviews.
If all CAC members agree, they must be fully committed and training will be required.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Carol Brown, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of PECONIC LAND TRUST to construct a
public viewing platform, 144 sf. and accessed by a ramp, 457.5 sf.
Located: Route 25, Orient. SCTM#20-3-6.2
The CAC Supports the application using best management practices.

RESOLVED to SUPPORT the application of KENDALL TODD to construct a second-floor
addition with deck all within existing footprint of dwelling, replace existing deck boards and
railings, and construct new second-story addition over existing structure.

RESOLVED to SUPPORT the application of RONALD SPILLANE to remove and replace
damaged section of existing bluff stairway with proposed 4'X 35' long section of stairway,
consisting of a 4'X 8' platform with two benches, 4'X 26' stairway, 5'X 6' platform and 2'X
5' retractable aluminum stair, leaving in place approx. 57' long section of existing stairway,
consisting of a 4'X 6' platform, 4'X 11' stair, 3'X 6' platform, 3'X 12' stair, 3'X 6' platform,
3'X 11' stair, 3'X 6' platform, 4'X 16' platform, and 3'X 10' platform to be connected to

proposed replacement section of stairway; and stabilize, re-nourish and revegetate
approx. 20'X 35' area of bluff face adjacent to replacement section of stairway with
terracing, approx. 25 cy. of clean sand fill to be trucked in from an approved upland
source and native vegetation.

RESOLVED to SUPPORT the application of ALEXANDER PERROS to demolish and
remove existing bluff stairway and deck adjacent to top of bluff; construct along eroding
toe of bluff approx. 80 If. of stone revetment with a 10' easterly return consisting of approx.
3 to 5 ton stone placed over 50 to 1-00 Ib. core stone and filter,cloth; restore bluff face by
constructing terrace retaining walls and placing approx. 321 cy. of sand re-nourishment to
be vegetated with native plantings; construct new 4'X 70' long elevated timber bluff
stairway with associated steps and platforms, landings, leading to stone steps to beach
incorporated into proposed revetment; remove existing concrete debris from beach and
establish a'10' wide non-turf buffer along top of bluff; and legalize existing 6' high fence
and firepit/gravel patio.

wood framed house, covered slate porch on landward side, porch, second-story terrace
on water side of the dwelling, and "U" shaped indentation along the landward side of the
dwelling enclosed to create an interior space.

native vegetation 110'X 4' non-turf buffer.

extension with pool to existing deck, seaward of the rear yard. Front landward yard

2 risers.

and untreated decking in a "T" configuration in approx. location of existing. In-addition, 30
If. of coir logs to be placed at entrance to fixed pier along shoreline placed in one row
being three logs tall. Area adjacent to logs to be planted with Bearberry or approved
native plants acceptable to Town of Southold Trustees.

screened porch; multiple wood landings and steps of variable lengths together with
handrails; dwelling with outdoor shower, retaining wall and front entrance, and landing
with steps to grade.

non-turf non-fertilizer dependent vegetated buffer and plant silt fence behind bulkhead.
Place revetment as indicated landward of backfill. Revetment to be 120' long and 6' to 13'
wide. Square footage of revetment to be 900 sf.

fence behind bulkhead. Place revetment landward of backfill. Revetment to be 6' wide and
165' long.

non-turf, non-fertilizer dependent, vegetated buffer and place silt fence behind bulkhead.
Existing 'rock revetment to be landward of backfill and to be supplemented. Rock
revetment to be'110' in length and 6' in'width. Square footage to be 570 sf.

RESOLVED to SUPPORT the application of JOHN KATONA to Amend Wetland Permit
#9118 to construct a patio,of loose laid bluestone pavers in grade on,a raised level in from
of the terrace on the east side, construct an outdoor shower, and eliminate the proposed
retaining wall that was added around the sanitary system since the sanitarysystem has
been installed and approved by the SCDH.

relocate kayak rack from stairs to landward of bulkhead.

Reconstruct stairway to beach, stairway and walkway up slope where needed. Mulch
walkway to top of bluff.
