HomeMy WebLinkAboutLP-06/11/2019 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 11, 2019 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairperson Anne Murray Doris McGreevy John Simicich Will Lee Eric Keil (7:10 p.m.) Members Absent: Lillian Ball Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Commencement  The meeting began at 7:02 p.m. with five LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from May 28, 2019 MOTION made by Anne Murray, seconded by Will Lee, to accept the 5/28/2019 LPC meeting minutes. Motion carried: 4/0/1 (LPC members Sam McCullough abstained as he had not attended the 5/28/2019 LPC meeting. LPC member Eric Keil not present at time of vote.)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, June 25, 2019. Land Preservation Applications & Potential Applications MOTION made by Sam McCullough, seconded by Anne Murray, to enter into EXECUTIVE SESSION - Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: The LPC members entered in EXECUTIVE SESSION at 7:14 p.m. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Sam McCullough, seconded by Anne Murray, to end Executive Session. Motion carried: EXECUTIVE SESSION ENDED at 8:19 p.m. MOTION, made by Sam McCullough, seconded by Anne Murray, that the LPC feels this is a worthwhile project to preserve for open space passive recreational purposes in an area containing wetlands and other preserved lands; however, the LPC defers this application that was discussed while in Executive Session to the Town Board as to whether or not to pursue preservation on a single buildable residential lot by increasing the existing purchase offer to the increased appraised value supported by the appraisal update. (Motion No. 2019-8) Motion carried: 6/0 MOTION, made by Eric Keil, seconded by Doris McGreevy, to recommend to the Town Board to commission an appraisal for the value of a proposed development rights easement for the project design with an attached building envelope of at least two acres; for the LPC application presented and discussed while in Executive Session. (Motion No. 2019-9) Motion carried: 6/0 MOTION, made by Sam McCullough, seconded by Eric Keil, to present LPC application discussed while in Executive Session to the Town Board as LPC supports the preservation of this parcel containing substantial wetlands and located within the dunal swale by either presenting a purchase offer to the applicant in conformance with the LPC’s small lot acquisition policy or recommending landowner make an application to the County. (Motion No. 2019-10) Motion carried: 6/0 Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  UPDATE re: Jeff Standish/Craig Jobes Town Board work session appointment o Deer Exclosure Proposal o Tick Prevention Tips Pamphlet Land Preservation Coordinator Melissa Spiro gave update on the Town’s proposed pilot plan to build approximately ½ acre in size deer exclosures at Tall Pines and Paul Stoutenburg Preserves in Southold and Mill Road Preserve in Mattituck. Proposed Tick Prevention Tips Pamphlet was reviewed. The pamphlets will be on display at kiosks located within Town preserves and brochures will be available at the kiosks. General Land Preservation Items: None Adjournment: MOTION made by Eric Keil, seconded by Anne Murray, to adjourn this meeting.
