A review of the flood insurance rate map indicates that he property is located on panel#36103CO139G in a VE zone with a base flood elevation(BFE)of 13. The house was built prior to March 1980 which, in the Town of Southold, allows it to enjoy pre-FIRM status unless it is substantially improved. The house has a concrete block foundation. , A permit was granted by the Town of Southold for an addition to the residence. The addition was to be properly elevated on pilings with at grade parking below. I would meet all current VE zone building standards. The addition was to be connected through an existing doorway with no other work to the original structure. It was discovered during construction that the portion of the preFIRM structure where the connection was to be made was in severe disrepair. The homeowner's agents took it upon themselves to dismantle and rebuild that portion of the house,known as the foyer. This included pouring a new concrete foundation. No permits were sought for this additional work. The additional work to the foyer has brought forward the question of substantial improvement. The original proposal was determined to be not a substantial improvement. Even if it were,the limited nature of the connection to the preFIRM portion would make the final configuration NFIP compliant. It has now become critical to determine whether or not the construction constitutes a substantial improvement. If it does,than the structure will loose it's preFIRM status, and will need to be entirely elevated. Depreciation of the market value as well as inflation of the construction costs due to the foyer rehabilitation require that a new calculation be submitted to make that determination. This calculation must be certified by a licenced professional,licenced to practice in the state of New York. Please have the applicant submit this certification. A final compliance determination cannot be completed Until the pre/postFIRM status is established. However there are a number of items which will need to be addressed regardless of that status.. They are as follows; . 1 -All utilities, including the service panel and meter pan,must be elevated above the BFE. 1 �r 2 -Certify that the space below the elevated portion of the new addition is constructed A w sting breakaway walls intended to collapse under wind and water loads without causing collapse,,$i errt, or ether structural damage to the elevated portion of the addition or supporting foundation s 3 -remove the laundry facilities. The space below an elevated building is useable solely for puking vehicles,building access,or storage. 4-Certify that the swimming pool is adequately anchored to resist floatation and lateral movement during conditions of the base flood. Also certify that the location of the swimming pool will not act as an obstruction which will redirect flood waters into nearby buildings.
