HomeMy WebLinkAboutLP-05/28/2019 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 28, 2019 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Anne Murray, Deputy Chairperson Doris McGreevy John Simicich Will Lee Lillian Ball Members Absent: Sam McCullough, Chairperson Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Holly Sanford, Peconic Land Trust Project Manager (7:16 – 7:27 p.m.) Commencement  The meeting began at 7:06 p.m. with five LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from April 30, 2019 MOTION made by Doris McGreevy, seconded by Lillian Ball, to accept the 4/30/2019 LPC meeting minutes. Motion carried: 4/0/1 (LPC members Anne Murray abstained as she had not attended the 4/30/2019 LPC meeting)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, June 11, 2019. Land Preservation Applications & Potential Applications  SCTM #1000-100.-2-4 (ROGER ROBINSON) o Review of survey and excluded area o Update re: status of environmental site assessment and title report LPC reviewed survey and Land Preservation Coordinator Melissa Spiro gave status update on Robinson th project. No pending issues. Closing scheduled for Tuesday, June 12 at 2:00 p.m.  SCTM #1000-120.-3-2 (MDH, LLC – Patricia DiVello) SCTM #1000-120.-3-11.8 (410 SOUND AVENUE, LLC – Patricia DiVello) o Review of surveys and excluded areas o Update re: status of environmental site assessments and title reports LPC reviewed survey and Land Preservation Coordinator Melissa Spiro gave status update on DiVello projects. No pending issues. Project moving towards closing.  SCTM #1000-35.-2-1 & 1000-35.-2-11 (KING TRUST) SCTM #1000-35.-2-12 & 1000-35.-2-17.1 (ISLAND’S END GOLF & COUNTRY CLUB, INC,) o Review of surveys and excluded areas o Update re: status of environmental site assessment and title reports LPC reviewed survey and Land Preservation Coordinator Melissa Spiro gave status update on Island’s End Golf project. Survey and environmental report to be reviewed by landowners.  SCTM #1000-100.-2-3.2 (EUGENE P. KRUPSKI & MARYANN KRUPSKI) o Review of environmental site assessment and title report o Update re: status of survey and title report Land Preservation Coordinator Melissa Spiro gave status update on Krupski project. Environmental report mentioned an abandoned underground fuel storage tank and suggested removal. Still waiting for survey. MOTION made by Anne Murray, seconded by Doris McGreevy, to enter into EXECUTIVE SESSION - Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 5/0 The LPC members entered in EXECUTIVE SESSION at 7:27 p.m. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Anne Murray, seconded by Will Lee, to end Executive Session. Motion carried: 5/0 EXECUTIVE SESSION ENDED at 9:00 p.m. MOTION made by Anne Murray, seconded by John Simicich, to direct Melissa Spiro, Land Preservation Coordinator, to present to the Town Board the LPC application discussed while in Executive Session as the LPC members do not recommend an easement acquisition unless landowner is willing to enter into a significant bargain sale (suggested 50% of appraised easement value) with the Town. Motion carried: 5/0 (Motion No. 2019-7) Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items: None Adjournment: MOTION made by Anne Murray, seconded by Lillian Ball, to adjourn this meeting.
