Committee Minutes and Administration  Acceptance of LPC meeting minutes from April 2, 2019 MOTION made by Sam McCullough, seconded by John Simicich, to accept the 4/2/2019 LPC meeting minutes. Motion carried: 4/0/1 (LPC member Doris McGreevy abstained as she had not attended the 4/2/2019 LPC meeting)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, May 14, 2019. Land Preservation Applications & Potential Applications MOTION made by Sam McCullough, seconded by Doris McGreevy, to enter into EXECUTIVE SESSION - Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 5/0 The LPC members entered in EXECUTIVE SESSION at 7:12 p.m. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Sam McCullough, seconded by John Simicich, to end Executive Session. Motion carried: 5/0 EXECUTIVE SESSION ENDED at 8:15 p.m. MOTION made by Sam McCullough, seconded by Lillian Ball, to grant the request made by landowner for an extension of time to consider the Town’s offer for the proposed acquisition of fee title to vacant land for open space preservation purposes in regard to the property discussed while in Executive Session. Motion carried: 5/0 (Motion No. 2019-6) Inquiries for Uses or Structures on Preserved Property  SCTM #1000-120.-3-11.14 (NORMAN KEIL, JR. f/k/a EWH LLC/Peter Harbes) Property subject to Town PDR Request for greenhouse within area subject to Town PDR LPC reviewed landowner’s request dated April 2, 2019 for the proposed construction and placement of a Westbrook gutter connected greenhouse with double poly, being 61,000 square feet, for the use of ornamental crop production upon agricultural lands subject to a Town purchase development rights easement. MOTION made by Sam McCullough, seconded by John Simicich, that the LPC after review of the request application made by Norman Keil, Jr., dated April 2, 2019, finds the proposed installation of greenhouses within the area subject to Town PDR on the property identified as SCTM #1000-120.-3- 11.14 is consistent with the terms of the recorded easement. The recorded easement allows for the construction of new buildings, structures and impervious improvements on up to 5% of the property without permission from the Grantee. Since a survey was not presented with the formal request to the Land Preservation Committee, the LPC was unable to evaluate the existing lot coverage to determine whether or not this review was necessary; however, the intended use, whether below or above the 5% lot coverage limitation, is consistent with the terms of the recorded easement. This finding does not exempt the applicant from obtaining any required permits or authorizations from any other Town agency or department but allows the landowner to proceed with pursuing any applicable approvals that are required by Town Code.
