Webb Chairman PROPOSAL FOR THE INSTALLATION OF A HANDICAPPED RAMP ON BOTH LANDMARKED AND NON-LANDMARKED HOMES IN SOUTHOLD TOWN The purpose of this proposal is to quickly obtain approval for a handicapped ramp in situations where waiting for the usual approval process would prove onerous to the applicant. Most hospitals and rehabilitation centers will not release a patient in a wheelchair until there is safe access to the home. The normal permitting process, and, if appropriate, obtaining a Certificate of Appropriateness from the Historic Preservation Commission (HPC) could take months and involve expenses many homeowners can't afford. 1) Design a generic handicapped accessible ramp in such a way as to be considered modular and easily dis-assembled. 2) The design of the ramp would be given pre-approval by the Southold Building Department and not require a building permit as long as it conforms to the generic plan. 3) If the required ramp is needed on a landmarked property, Historic Preservation Commission would grant an exemption. The positioning of the ramp would be done in such a way as to minimize the appearance from the street while still accommodating the homeowners needs. 4) If a platform is needed, it would be constructed using the same techniques as the ramp itself. 5) The length of the ramp would depend on the height of the doorway on the house but the pitch would be no greater than one inch of drop per one foot of run. 6) Frames will be constructed out of 2x6 pressure treated lumber consisting of three joists -two outer and one middle - and 2x6 cross bracing. These frames would be constructed as 8 foot modular units as needed for the proper length of the ramp. 7) The frames would be bolted to the 4x4 posts with 5 1/z "x 1/z" through carriage bolts,washers and nuts. The nuts would be on the outside for quick and easy dis-assembly with a socket wrench. 8) The decking would be of 4 foot modular sections constructed out of 2x4 pressure treated cleats and 1x6 pressure treated deck boards. The cleats would slip in between the rim joints and attach with deck screws making them easily removable. 9) The design would enable two workers to disassemble the entire structure with minimal tools in less than 2 hours.
