Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member James Abbott, Member Caroline Burghardt, Member Lauren Standish, Committee Secretary Absent were: James Dinizio, Town Board Liaison Carol Brown, Member CALL TO ORDER The meeting was called to order at 4:35PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young — 5G cellular technology is about to roll out. This change could require modifications to existing cell towers and equipment sheds. He will work on getting information on the technical details so the CAC can evaluate the natural resource impacts of this change and provide the Town Board with the information. REPORTS Peter Meeker and Carol Brown attend the Board of Trustees meeting held on Wed., March 20, 2019. The meeting with business as usual. f 2 APPROVAL OF MINUTES Moved by Peter Meeker, seconded by Caroline Burghardt to Approve the Minutes of March 13, 2019. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of JOANNE MIDDLETON & GLEN MIDDLETON to replace existing 24"X 61.5' section of a wave break in same place with an 18" increase in elevation for flood control, supported by 24 pressure treated timber pilings. Replacement of existing inland 24" X 17.5' lower concrete section of the wave break in same place at the same elevation as the seaward section. The 17.5' section height is proposed to match the adjacent 61.5' section. Located: 2405 Bay Shore Rd., Greenport. SCTM#53-4-17 Inspected by: Peter Young, John Stein, Caroline Burghardt The CAC Supports the repairs to the timber portion and leaving the concrete portion intact. The CAC does not recommend raising the concrete portion 18" because it would then act as a seawall. The CAC questions the electrical junction box on the western view. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of CEDAR BEACH 1280 to remove an existing 60' timber groin and to construct a new 55' groin which will extend to the ALW line utilizing vinyl sheathing. The new groin shall be no higher than 18" in elevation above grade of the down drift beach. Located: 1280 Cedar Point Drive East, Southold. SCTM#90-2-22 Inspected by: Peter Young, John Stein, Caroline Burghardt The CAC Supports the application, however, questions the necessity of raising the height to 18" as this would impede public lateral access. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was 3 RESOLVED to SUPPORT the application of JOHNNY DONADIC & MARCIA DONADIC to replace 31.4'X 15.6' existing swimming pool inkind, connect backwash to existing drywell and raise to level of patio; replace 55' wood retaining wall with concrete wall to match level of pool and house; replace 27' retaining wall and raise height of retaining wall from 8" to 12" high; fill area between retaining wall and house; and replace existing patio with 1,445 sf. of bluestone patio set in sand/stone dust. Located: 325 Willow Point Rd., Southold. BERTANI for the installation of proposed 18'X 36' in-ground swimming pool, pool equipment, backwash drywell and irregular shaped brick paver patio surrounding pool with a total area of 1,053'sf. A_silt fence will be installed seaward of the proposed work site until final stabilization is obtained. Located: 1380 Oakwood Drive, Southold. SCTM#70-12-32 Inspected by: Peter Young, John Stein, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to SUPPORT the application of AJIT KUMAR & JENNIFER ECCLESTONE to remove existing stairway to beach. Remove 67' of existing bulkhead and construct 67' of new bulkhead in-place and reinstall existing stairway to beach. Located: 1490 Paradise Point Rd., Southold. SCTM#81-3-20 Inspected by: Peter Young, John Stein, Caroline Burghardt The CAC Supports the application with retractable, aluminum stairs. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to SUPPORT the application of GOLDSMITH'S INLET LLC to construct a 14'X 51' attached deck with a 22'X 4' attached side deck and three sets of stairs. Establish a 20' buffer consisting of a single row of boulders on its landward edge, beach grass plantings and a row of march elder to be installed at the wetland boundary. Implement a stormwater control plan consisting of three leaching pools on the landward 4 side of the house and four leaching pools 51' from the wetland boundary at its closest point; and maintain a 4' path to the shoreline of Goldsmith's Inlet. Located: 2700 Mill Rd., Peconic. SCTM#67-5-2 Inspected by: Peter Young, John Stein, Caroline Burghardt The CAC Supports the application, however, there is a concern with the 4' access path and future maintenance of a natural path in a highly impacted wetland area. The CAC suggests consideration for a raised, thru-flow walkway. Vote of Council: Ayes: All Motion Carried WUNNEWETA POND ASSOC. to dredge with 10 years maintenance, an approx. 20'X 220' area within bulkheaded inlet channel to Wunneweta Pond to a maximum depth of-4 MLW; and deposit approx. 275 cy. of resultant sand/gravel spoil above SHW in approx. 30'X 300'X 12" spoil site on adjacent down-drift property to northwest (118-1-2). Located: Bridge Lane Dug Canal, Cutchogue. SCTM#1 18-1-11 The CAC did not make a recommendation. There was evidence that dredging had been conducted within the last month and there was insufficient information in the application to make a determination. The CAC questions when the area was last dredged, who performed the work, and the necessity of the dredging. The high-water mark should be re- evaluated for proper placement of spoils. Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to NOT SUPPORT the application of VANSTON BEAR, LLC to demolish and remove existing two-story, single-family dwelling and brick patio and construct in its place a new two-story single family dwelling with enclosed porch, on-grade concrete terrace and on-grade concrete terrace with 2.5' retaining wall; demolish and remove existing one-story garage and construct in it's a place a two-story garage/barn on a slab foundation with 4' high concrete retaining walls; construct an in-ground swimming pool located partially within Ch. 275 jurisdiction; removing existing leaching pool from face of bluff and install a new innovative/alternative sanitary system more than 100' from the crest of bluff; install a drainage system of leaders, gutters and drywells, clear approx. 9,074 sf. of existing vegetation, re-grade and revegetate re-graded area. Located: 5250 Vanston Rd., Cutchogue. SCTM#111-10-14 Inspected by: Peter Meeker, James Abbott, Carol Brown The CAC does Not Support the application due to site plan issues, scope and size of the proposed structures and required setbacks. Vote of Council: Ayes: All Motion Carried ` Y 5 Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to SUPPORT the application of NEIL & AMELIA MACDONALD for interior alterations and window replacement, including new bay window, and for the legalization of house, additions, deck and garage all built prior to Board of Trustees jurisdiction. Located: 855 Lupton's Point Rd., Mattituck. SCTM#115-11-5 Inspected by: Peter Meeker, James Abbott, Carol Brown The CAC Supports the application with gutters, leaders and drywells to contain roof run- off. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to SUPPORT the application of ROSARIA FORCHELLI for the removal of invasive phragmites stands via cutting. Project also proposes removal of additional invasive and non-native upland vegetation, as well as re-seeding of any disturbed areas and Thuja plantings. Located: 1635 Meadow Beach Lane, Mattituck. SCTM#116-7-8 Inspected by: Peter Meeker, James Abbott, Carol Brown The CAC Supports the application with the Condition the cutting is in compliance with Ch. 275. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to SUPPORT the application of BRENDA K. HELIES REVOCABLE TRUST for the installation of+/-55' of 1-2 ton boulder material to serve as a protective boulder replacement, as previously constructed (3) properties to the west. Provide 60 cy. of clean sand to fill the rock revetment wall. Proposed wall will run from existing dune and extend landward onto the natural vegetation. The area will be revegetated as required with native species. Located: 440 Park Avenue Ext., Mattituck. Pier decking is proposed to be constructed with thru flow grated design vinyl material that will allow for a maximum light penetration with an open area of 60%. MCLEOD & CHUN Y. CHEUNG to remove existing sunroom and shed; construct new sunroom with full foundation and access staircase; extend existing deck; construct new lower deck; replace lattice overhang over garage with attached roof overhang. Construct 2nd level balcony off master bedroom off seaward side of building. Proposed new stone patio on grade adjacent to existing seaward patio on grade. Located: 605 Soundview Ave., Mattituck. SCTM#94-1-4 Inspected by: Peter Meeker, James Abbott, Carol Brown The CAC Supports the application with the Condition gutters, leaders and drywells are installed to contain the roof run-off and the installation of a 5' non-turf, vegetated buffer. Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS —APPLICATIONS TO AMEND WETLAND PERMITS & COASTAL EROSION PERMITS D. SCOTT KETNER to Amend Wetland Permit#7710 for the as-built pool, patio and pool fencing, no leaders and drywell installed and no native plants were planted. Proposal to install a drywell and connect the pool filter to the drywell, connect roof leaders to the drywell and install native plantings. Located: 4321 Brooks Point Rd.,, Fishers Island. SCTM#4-5-18 The CAC did not make an inspection, therefore no recommendation was made. James Abbott will attend the next regular meeting of the Board of Trustees scheduled for Wed., April 17, 2019 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., May 8, 2019 at 4:30PM in the Town Hall Conference Room. 7 V There being no further business to come before the Council, the meeting was adjourned at 6:15 PM.
