HomeMy WebLinkAboutLocal Solid Waste Management Plan RESOLUTION 2015-847 ADOPTED DOC ID: 11209 THIS IS TO CERTIFY THAT THE FOLLOWING RE,SOLUTION NO. 2015-847 WAS ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON OCTOBER 6,2015: WHEREAS the Town's Local Solid Waste Management Plan (LSWMP) adopted by the Town and approved by NYSDEC in 1995 is set to expire at the end of 2015; and WHEREAS the Town is required to develop and submit a new 10-year LSWMP in accordance with priorities outlined in the revised New York State Solid Waste Management Plan and other NYSDEC regulations; and WHEREAS the Town issued a request for proposals (RFP) for professional services to develop a new LSWMP for approval by NYSDEC to which the Town received three (3) valid responses; it is hereby RESOLVED by the Town Board of the Town of Southold to accept the proposal of L.K. McLean Associates as the lowest-cost responder to develop a new Local Solid Waste Management Plan for the Town at a cost not to exceed $29,970, all in accordance with the Town Attorney, Elizabeth A. Consulting Engineers SEPTEMBER 2015 437 South Country Road, Brookhaven, N.Y. 11719 SECTION A—BACKGROUND INFORMATION A.1 Project Contact Christopher F. Dwyer& supplemental services provided by Paul M. Roth, P.E. will serve as Project Managers on this project. Mr. Dwyer has nearly twenty five years of solid waste management experience and has managed numerous solid waste projects for the Towns of Brookhaven, East Hampton, Smithtown and Southold. These include over twenty landfill projects involving either cell development or capping and closure. He is equally experienced with transfer stations, recycling facilities, drop off facilities and compost operations and has successfully designed, permitted and constructed numerous facilities of this nature. He is intimately experienced with the permitting, design and construction monitoring of these types of projects in accordance with NYSDEC Part 360 regulations and has an excellent on-going working relationship with the key NYSDEC decision makers (both locally here in Stony Brook and in the main office in Albany). Mr. Roth has over 30 years' experience in the development of solid waste facilities including landfills, recycling facilities and transfer stations. In addition to his technical abilities, he has excellent communication and people skills. As the former Commissioner of Waste Management for both the Towns of Brookhaven and North Hempstead, Mr. Roth has an in-depth understanding of the workings of Town governments and how to get things done. Also, Mr. Roth previously served as a Regional Solid Waste Engineer for the New York State Department of Environmental Conservation for 12 years. Therefore he is intimately familiar with the requirements and constraints of the NYSDEC. The Town's current SWMP will expire shortly at the end of 2012. Accordingly new SWMP is required by NYSDEC to analyze alternatives for the Town's management of solid waste and recyclables for the next planning period. LKMA has also reviewed and is familiar with NYSDEC's new planning document entitled "Beyond Waste: A Sustainable Material Management Strategy" LKMA will prepare a new SWMP document and associated recycling analysis acceptable to the Town of Southold and the NYSDEC, including an Environmental Assessment Form (EAF)and any supporting documents as may be required. B.2 Detailed Scope of Work B.2.1 Overview Waste resource planning is an increasingly important issue for all communities. LKMA will prepare a comprehensive SWMP document to assist the Town in managing and processing all municipal solid waste generated within the Town of Southold. The plan will be consistent with the provisions of the New York State Solid Waste Management Plan,the Long Island Landfill Law and with 6NYCRR Part 360. Key elements which we are proposing to examine and discuss in the SWMP include: • Waste Avoidance and Reduction Strategies • Organics Recycling including Food Waste • P.A.Y.T systems, also known as unit-based pricing or variable-rate waste pricing Recycling of Corningled Containers Recycling of newspaper and cardboard • Single Stream Recycling • Yard Waste Composting • Municipal Solid Waste-Residential & Commercial Waste Waste Collection Options Waste Transfer Options Waste Disposal Options • Textile recycling • Boat Shrink Wrap Recycling • Electronic Waste • Household Hazardous Waste, including pharmaceutical waste • Construction and Demolition Waste • Land Clearing Debris • Medical Waste B-1 • Scrap Metal • Sewage Sludge • Electronics Industrial waste • Household Hazardous Waste Task 4 - Description of existing Collection and Disposal Practices 4.1 Inventory of Existing Solid Waste Facilities in Town • Town owned facilities • Private Facilities • Review Hauler Licensing Procedures and Permits 4.2 Existing efforts to recover recyclables 4.3 Markets for recovered recyclables 4.4 Provide details of Southold's "Tulsa Plan" for commercial and institutional waste. 4.5 Provide details of Intermuncipal Agreement between the Town of Southold and Town of Babylon regarding disposal of waste at the WTE Plant. Prepare a Recycling Analysis acceptable to NYSDEC 7.2 Investigate and consider the following recycling initiatives: • Single Stream Recycling Collection • Organics and Food Waste Recycling • Incentive based systems such"Pay-as you-throw" known as PAYT programs 7.3 Explore use of CNG Collection Vehicles Task 8—Final SWMP Recommendations B-3 SECTION C—COST PROPOSAL AND PROJECT SCHEDULE C.1 Cost Proposal This cost proposal is based on the estimated level of effort required to accomplish the work tasks detailed in our man-hour breakdown spreadsheet of our Proposal. Our man- hour breakdown spreadsheet can be found on the sheets following this page. The summary of our proposed professional fee is as follows: * Development and Preparation of a new Solid Waste Management Plan (S,WMP): LKMA Fee Request: $29,970 We would be happy to discuss revisions to our estimate based on the Town's desire to add, delete or modify work tasks. C.2 Project Schedule A project schedule has been prepared that delivers the Solid Waste Management Plan to NYSDEC by January 2016. The project schedule follows this page. C.3 Project Expenses Schedule We do not anticipate additional project expenses for this project. CA Technical Assumptions It is assumed that the following services will not be required for this project: 1. Waste Composition Studies 2. Commercial/Institution Waste Surveys 3. It is assumed the new SWMP document will be technical report and need not be prepared in a GEIS format. 4. It is also assumed that the responses received from NYSDECs review of the SWMP will be moderate in nature and will not exceed the hours allotted for LKMA response shown in fee breakout sheet attached.
