The meeting began at 7:01 p.m. with six LPC members present.
Committee Minutes and Administration
Acceptance of LPC meeting minutes from March 19, 2019
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 3/19/2019 LPC meeting
minutes.
Motion carried: 5/0/1 (LPC member John Simicich abstained as he had not attended the 3/19/2019
LPC meeting)
Next Regular LPC Meeting Date
The next regular meeting is scheduled for Tuesday, April 16, 2019.
Addition to Agenda
SCTM #1000-140.-1-6 (REEVE)
Mattituck resident LeRoy Heyliger spoke to LPC about preserving the Reeve Property (SCTM #1000-
140.-1-6) that currently has an application before the Town Board for a change in zone. As per Mr.
Heyliger, the property for many years has been a natural bird sanctuary and wildlife refuge for the
surrounding area. Mr. Heyliger believes that developing this property could be detrimental to the natural
habitat and also to the nearby creek.
LPC thanked Mr. Heyliger for his efforts, but explained to him that land preservation is a voluntary
program so unless the landowner inquires or submits an application for preservation to the LPC, and the
Town Board supported preservation of this property, the LPC could take no action.

MOTION made by Eric Keil, seconded by Lillian Ball, to enter into EXECUTIVE SESSION.
Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value

The LPC members entered in EXECUTIVE SESSION at 7:21 p.m.
Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current
applications.
MOTION made by Eric Keil, seconded by Sam McCullough, to end Executive Session.
Motion carried: 6/0
EXECUTIVE SESSION ENDED at 8:10 p.m.
MOTION made by Lillian Ball, seconded by Anne Murray, to recommend to the Town Board that the
Town enter into a 50/50 partnership with the County of Suffolk for the purchase of fee title to the open
space discussed in Executive Session. As part of the application, Peconic Land Trust noted that they will
enter into a Management Agreement with the Town and County if the property is purchased.

FY2019 GRANT ANNOUNCEMENT DUE APRIL 19 FOR USDA-NRCS AGRICULTURAL
CONSERVATION EASEMENT PROGRAM, AGRICULTURAL LAND EASEMENTS (ACEP-ALE)
Land Preservation Coordinator Melissa Spiro presented grant qualifications and minimum deed
requirements for this round of a federal grant funding opportunity. LPC has no pending projects at this
th
time that would meet the qualifications for submitting a grant proposal by the April 19 due date.
