Work Session: 3:00 p.m.  3:15 pm: Potters, 675 Village Lane, Orient, NY, applicant provided additional information regarding proposed demolition and construction on a property in Orient Historic District. II. Regular Meeting Called to Order at 4:00 p.m.  Commissioners present: Webb, Surchin, Harper, Garretson  Also attending: Klein, Folk, Town Attorney Duffy th III. Approval of Minutes: Minutes of the February 19, 2019 meeting were approved as circulated. IV. Budget/ YTD Expense Report – Budget status reviewed. V. Chairman’s Comments Chairman Webb presented updates on activities during the past month related to the February-March 2019 Action Plan. (Appended to minutes.) 4:15 pm: Public Hearing: LANCE JENSEN: REQUEST FOR A CERTIFICATE OF APPROPRIATENESS UNDER SECTION 170-7 OF THE SOUTHOLD TOWN CODE CONCERNING RECONSTRUCTION OF A FENCE IN THE ORIENT HISTORIC DISTRICT AT 1800 VILLAGE LANE, ORIENT, NY, SCTM# 1000-24 Public Comments: Neighbor of Lance Jensen is happy with the fence design. She is also very happy there are not any more hedges. Robert Harper – Robert asked why he chose design. Lance wanted to mimic design of the side yard fence. Motion was made by Garretson to approve fence subject to architecture drawing with measurements nd to review and approve. Harper 2 the Motion. Approved unanimously 4:30 pm: Pre-submission conference Judith Woodard and Myrna Burks 1945 Village Lane, Orient, NY 11957 Replace 13 windows – Andersen Windows …current windows have rotten frames and sills and leak water into the house. Windows are on the south side of the house upstairs and south side down and in the back — Suffolk County Tax Map #: 1000-025.00-03.00-011.000 Commissioners Comments: Commission does not recommend paste on window grills, but recommends A Series Anderson Windows. Commission recommends 2 over 2. Applicant is concerned about the cost increase to use 2 over 2. Commissioners agree and would like to see 2 over 2 windows; stating that the design adds historic equity to the house. Ted compliments Mr. Prindle, the contractor, for finding out what is needed and for starting the process before the project goes too far. Public Hearing is set for April 16, 2019 for applicant to obtain approval for replacement windows. A recommendation is made for homeowner to gather all required information and submit before hearing to expedite the process. Homeowner is concerned about rotten windows leaking. VI. Unfinished Business • Status update: Windows Symposium at Brecknock-Harper Email local Historical Societies, Peconic Landing, Executive Director of AIA  Completion of Pamphlets – Grathwohl. Surchin, Harper Chairman recommends putting on back burner for now. More important items to address for now.  Status of Awards nominations- Garretson, Webb Previously selected Asch house in Orient on Skippers Lane, The Glenwood in Mattituck and house on Village Lane, Orient. Commissioner Garretson is taking initiative on this to reach out to homeowners to present Historic Home Awards.  Completion of Handbook Revisions –Surchin, Harper, Webb Ted asked Anne if she could head project to move along and also asked Robert to take a role in helping out.  Adjustments to Orient Historic District Map-Surchin, Harper Jamie believes that HPC has ability to make recommendations as to what Orient Tax Map should be, then send to SHIPO. After SHIPO approves send to the National. Jamie has offered to head the project.  CLG status- Garretson Southold Town Board opposed it 7 or 8 years ago because CLGs allow a property to be landmarked without the owner’s permission. Jamie will contact SHIPO to have them come do a presentation and answer all questions. Will try to plan for end of April 16, 2019 meeting.  Bulletin Board in Building Department-Surchin Administrative Assistant, will ask if Building Dept. will provide a space for the HPC to display a bulletin board.  Updates to 170 Code Determined that the wording of the Code needs to be less ambiguous.-Harper Suggestion of using a template to base code improvements on.-Garretson  Consultant Engineer-Surchin Bill Duffy received approval of Engineering study at March 26, 2019 Town Board Meeting. VII. New Business Mattituck Corridor Project-Harper -20,000 sq. foot building on the corner of New Suffolk Avenue and Route 25 in Mattituck. -Commission agrees that the project is not appropriate for the North Fork. -The Octagon building and Presbyterian Church are nearby National registered properties that may help prevent the development of this corner. Rule change to National Registry-Joel Proposal to change the requirement for the objection of a nationally registered district being listed. The proposal changes the language from a majority of land owners to either a majority of land owners or owners of a majority of the land area of the property. Proposal is open for comment until April 30, 2019. State Tax Credits – Joel Historic Homeowner Rehabilitation Tax Credit – 20% of qualified rehabilitation Tax Credit $50,000 limit $100,000 if you’re a couple. It does have carryover – 2 Criteria You have to be on the Historic Registry by SHIPO or CLG. Chairman Webb mentioned incentive to have house listed. Five per cent of work done has to include the exterior of the building. The house must be within the East Marion and Orient Census District. Not the rest of Southold.
