Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member James Abbott, Member Caroline Burghardt, Member Carol Brown, Member Lauren Standish, Committee Secretary Absent was: James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:30PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE REPORTS John Stein attended the Board of Trustees meeting held on Wed., February 13, 2019. A number of applications were postponed. John highlighted the approval of a pool application on Leeton Drive in Southold and the approval of the Oregon Cliffs application with all work to be accessed by water. 2 APPROVAL OF MINUTES Moved by John Stein, seconded by Carol Brown to Approve the Minutes of February 6, 2019. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of RAIMI FAMILY TRUST to remove 29 If. of concrete retaining wall installed at the base of an existing bluff, remove remnants of existing stairway to beach, construct a new stairway consisting of a 3'X 4' upper platform with the descending 3'X 13' steps to a 3'X 6' landing with descending 3'X 7' steps to a 10'X 10' platform, with descending 3'X 9' steps to a 3'X 6' platform with 3'x 10' descending steps to the beach. Construct a 53' wood retaining wall with an 8.5' return and re-vegetate all disturbed areas with beach grass. Located: 1455 Aquaview Drive, East Marion. SCTM#22-2-2 Inspected by: Peter Meeker, Carol Brown, John Stein The CAC Supports the application with a vegetated non-turf buffer and the stairs are constructed using best practices and retractable steps at the base. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Carol Brown, it was RESOLVED to NOT SUPPORT the application of KATIE NICKOLAUS, JAMIE NICKOLAUS & ALEXANDRA NICKOLAUS CARNICOM to construct approx. 1,385 sf. portion of proposed 3,445 sf. on-grade masonry patio with associated french drain in connection with proposed in-ground swimming pool to be located at least 101' from bluff crest; install 4' pool enclosure fencing; construct 4'X 6' landing with steps and 4'X 7' landings with steps with steps on north side of existing dwelling; install portion of stepping stone pathway within 100' of bluff crest; and within 100' of bluff crest, clear approx. 1,932 sf. portion of 3,740 sf. area of vegetation to be cleared from west side of property; and clear approx. 620 sf. of vegetation within 100' of bluff crest on east side of property, all proposed clearing to occur landward of existing covenanted 15' wide non-turf buffer. Located: 17555 Soundview Ave., Southold. SCTM#51-1-2 Inspected by: Peter Meeker, Carol Brown, John Stein The CAC is hesitant to support this application given the past history and subsequent failures of erosion control measures. The CAC has requested in the past this area be designated as a sensitive area. Vote of Council: Ayes: All Motion Carried 3 Moved by Carol Brown, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of DAVID & DIANE NELSON to remove and replace existing locust and concrete footings with as per code min. 3' deep concrete footings, raise cottage up 2' to code compliant FEMA requirements; roof alteration with dormer; and replacement windows. Located: 65490 Route 25, Breezy Shores, Cottage #24, Southold. SCTM#53-5-12.6 Inspected by: Peter Meeker, Carol Brown, John Stein Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of JOSEPH & MAUREEN COOGAN for the removal of existing 5'X 42' fixed pier, relocation of 30"X 14' long aluminum ramp and relocation of existing 6'X 20' floating dock. Construct new 5'X 30' fixed pier in same location as existing but with shortened length, re-install existing 30" X 14' aluminum ramp and reinstall existing 6'X 20' floating dock in an "I" configuration. Install two double 10" dia. pile clusters to support floating dock and install a total of four double 10" dia. piles as shown to be utilized as tie-off piles. Located: 1775 Calves Neck Rd., Southold. SCTM#70-4-48 Inspected by: Peter Meeker, Carol Brown, John Stein The CAC Supports the application using thru-flow decking and a vegetated non-turf buffer no less than 5'. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of GEORGE & DEBRA CORITSIDIS to demolish the existing dock and construct a new dock consisting of a 4'X 54' catwalk, 3'X 15' ramp and a 6'X 20' floating dock secured by two double pile dolphins with water and electricity extended to the dock. Located: 1800 Cedar Beach Rd., Southold. SCTM#89-2-3&5.1 Inspected by: Peter Meeker, Carol Brown, John Stein - The CAC Supports the application using thru-flow decking, the overall length of the dock does not exceed 1/3 across the width of the creek, and the lighting is dark skies compliant. Vote of Council: Ayes: All Motion Carried 4 Moved by Peter Meeker, seconded by Carol Brown, it was RESOLVED to SUPPORT the application KMAC REALTY LLC for the installation of a 16'X 32' in-ground swimming pool with 12" coping and a 4'X 8' precast drywell. Located: 405 Cedar Point Drive West, Southold. SCTM#90-2-27 Inspected by: Peter Meeker, Carol Brown, John Stein Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Caroline Burghardt, it was RESOLVED SUPPORT the application of PATRICIA LOWRY & JOHN TOUHEY to replace the existing wood deck with new wood deck. Located: 6970 Indian Neck Rd., Peconic. SCTM#86-7-5.1 Inspected by: Peter Young, James Abbott, Caroline Burghardt The CAC Supports the application with the condition the size of the deck does not exceed 200 sf. in accordance with Ch. 275, and the loose boat is removed from the beach. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of ERIN E. ARGO to construct an 88'X 4' wide fixed dock with thru-flow decking and supported by 12 sets of 8" dia. pressure treated pilings. Install a 6'X 20' floating dock with non-pressure treated decking with two (2) sets of batter pilings 8" dia. each and install a 3'X 10' aluminum removable ramp. Located: 1300 Broadwaters Road, Cutchogue. SCTM#104-9-4.1 Inspected by: Peter Young, James Abbott, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of DAVID HERMER & SILVIA CAMPO to lower the existing hot tub 18" into ground to make even with the deck, addition to existing dwelling, wood deck, fire pit and landscaping retaining wall. Existing deck to be resurfaced, relocate wood steps, proposed pergola on top of existing deck, install drywells, proposed 10' non-turf buffer at top of bluff and vegetated buffer on bluff landward of bulkhead, and for the existing wood bulkhead. Gravel parking area, retaining walls and new sanitary system landward of 100' from top of bluff. Located: 3675 Nassau Point Rd., Cutchogue. SCTM#111-9-4.2 5 Inspected by: Peter Young, James Abbott, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to NOT SUPPORT the application of KENNETH & HEATHER CLAUSMAN to install 1-2 ton boulders along designated lines as specified by plan provided and correcting the grade with approx. 60 cy. of clean fill. A total of two (2) stone access steps also to be installed during construction and illustrated on plan. Install a 12'X 40' permeable paver patio on the east side of dwelling and remove BILCO doors and foundation closed as required. Located: 2995 Sigsbee Rd., Mattituck. SCTM#126-6-9.1 Inspected by: Peter Young, James Abbott, Caroline Burghardt The CAC does Not Support the application based on an observation of the heavily dense beachgrass. The proposed project may not be productive and could have a negative impact on the adjacent properties. The CAC recommends the applicant consider other alternatives. Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS —APPLICATIONS TO AMEND WETLAND PERMITS & COASTAL EROSION PERMITS Moved by James Abbott, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of CYNTHIA WALSH to Amend Wetland Permit #8858 to authorize the installation of two (2) 12" dia. tie-off pilings, and connect dock to water and electricity. Located: 975 Westview Drive, Mattituck. SCTM#139-1-4.2 Inspected by: James Abbot, Peter Young, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Peter Young and Carol Brown will attend the next regular meeting of the Board of Trustees scheduled for Wed., March 20, 2019 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Mon., April 15, 2019 at 4:30PM in the Town Hall Conference Room. 6 There being no further business to come before the Council, the meeting was adjourned at 6:00PM.
