Called to Order at 10:02 AM by Chairman Neb Brashich.
Members Present
Councilman Bill Ruland, Town Engineer Jamie Richter, Greenport Trustee Mary Bess Phillips,
Jim Kalin, Frank Field, and Tom Fox.
Also Present
Jessica Frankel – Oysterponds Association.

Approval of February 11, 2019 Meeting Minutes
A motion to accept the minutes was made, was seconded and was carried, with the following
corrections:
Page 2 – Planning Board Requests - Bus shelter at Vineyard Vines View
Page 2 - Three-Way Stop Sign Request – Great Pond Way & Private Road 26 – Greenport
Southold
East End Transportation Council - Update
There was no EETC meeting.
Public Requests
No Parking without Permit Request, Lighthouse Road - Southold
Mr. Betsch of Kenney’s-McCabe’s Beach Civic Association referred to his email of February 26,
2019 to Councilman Ruland concerning a parking issue on that roadway leading to the beach.
Councilman Ruland suggested that the Highway and Police Departments should investigate the
situation. Mr. Betsch handed Neb a photo of the area and will forward more. In the meantime,
the matter is tabled pending a situation report.
Town Supervisor, Board and Trustee Requests
Pike Street Parking Lot & Dean Parking Lot Rules of Operation – Mattituck
The matter remains tabled pending further review and discussion.
New Suffolk Parking
Councilman Ruland reported that the Town Board has discussed the Commission’s memo of
February 12. He and Jamie Richter will pursue the possibility of engaging consultants to
provide a “global” view of the situation.
Planning Board Requests
Transportation & Infrastructure Chapter of Town Comprehensive Plan
It is expected that the Town Comprehensive Plan will be available soon for the Town Board’s
review.
CR48 between Moores Lane & Chapel Lanes
Councilman Ruland reported that Town Board discussed the Commission’s memo of February
12 concerning the adjustment of S92 bus service between those roadways. Bike lanes and
“Share the Road” signage, as well as pedestrian safety measures should also be considered.

The issue of a fixed speed limit of 40MPH between the end of the four-lane portion of CR48 in
Southold and Orient Point is subject to determination by NYSDOT and SCDPW.
Current Transportation Issues - Updates
Southold Bus Shelters – Update
Further discussion of this issue is subject to any new developments.
Love Lane New Proposed Contract Update - Mattituck
Jamie Richter reported that NYSDOT Albany is reviewing the situation. Councilman Ruland
advised that the six month moratorium on new construction in Mattituck will extend from Bay
Avenue to Pike Street and that the scope of the traffic study will cover the Love Lane proposal
and related traffic issues. It is also expected that there may be disruption of local businesses in
the area.
Peconic Water Taxi Proposal
There are no new developments.

Town-Wide Transportation Issues
Councilman Ruland observed that transportation issues will increase within the Town and that
site plans for proposed new businesses will be required to deal with traffic and parking issues.
Public Comment
Speed Limit Issues - Oysterponds Association
Jessica Frankel reported that the Oysterponds Association’s correspondence with NYSDOT
concerning the issue of speed limit changes on SR25 will be provided to the Commission.
Next Meeting
The next meeting is scheduled for April 15, 2019 at 10:00 AM in the conference room at Town
Hall.

Dear Marty &Vinnie -
At today's Commission meeting, the attached e-mail on subject was discussed at some length. The upshot
was that this was tabled until the two of,you could provide us with your inputs prior the next meeting on
April 15th.
Marty - What we need is the same process as was done for the Mattituck Park Distric's Requests -A
Review of Local Law in relation to the No Parking area, including any amendments to the Vehicle and Traffic
Code.
Vinnie - Please provide a history of what you have been doing there and any suggestions to remedy this
situation..
Also attached is a picture of the current situation.

I did some research into the Southold Town Code and found the following codes on the books governing
Lighthouse Road in Southold:
NO PARKING: Between sunset and 6:00 am from the guardrail at the northerly terminus southerly for a
distance of 200 ft.
BEACH PERMIT PARKING ONLY: on both sides of Lighthouse Road from the terminus south for a distance of
650 ft.

Thought I might be able to ask you a quick Transportation Commission question this morning during a work
session break, but alas no breaks-
We have a considerable parking &garbage issue on Lighthouse Road which has continued for a long time.
Vinny has helped with cleanups when he can. Disappearing No dumping signs have periodically been
replaced. (Traffic Control has said -no signs-cant give tickets) It is also a nighttime"fishing"area with cars
lining up on Lighthouse closer to Soundview-and resulting in continual garbage dumping.
We would like to suggest consideration of a change to Chapter 189-2-(A)-(19) regarding Parking by Permit on
Lighthouse Road and I am not sure the best way to address this. The present code states:
189-2-A-19,Lighthouse Road,Long Island Sound,Southold, on both sides from the terminus
south for a distance of 650 feet.[Amended 5-14-1996 by L.L.No. 6-19961
I believe that if instead of 650 feet,the "No Parking without Permit" could be extended to Soundview

Avenue, it would be a considerable help and would also give Traffic Control the ability to ticket.
I am not sure the best or most expedient way to suggest this.Any help would be appreciated.

Re: North Fork Traffic Congestion
Dear'Supervisors:
I hope you both had a nice Winter. Now that Spring is almost here, I thought
I would write about the traffic congestion that has plagued the North Fork in
the Spring, Summer and Fall. I had been wanting to write this letter for a
while , and decided to do so today.
It should be no surprise to anybody visiting the North Fork during the above
referenced seasons, that the traffic could be unbearable at times. I have often
turned around just outside of Riverhead Town and headed back to my home
in western Suffolk County because of this congestion. And, I am not the
only one to have done this. I can only imagine the amount of lost business
both Riverhead town and Southold town suffers as a result of this.
Instead of complaining however, I thought I would make a suggestion. I
thought it may be a good idea to either lease or buy a few acres of land in
Riverhead Town outside the Business district of course, and provide a huge
parking area for those travelers to the North fork who simply want to go to
the Vineyards or visit the Farms. And, provide a shuttle Trolley/Bus service
to and from the Vineyards and Farms. The Towns can charge a reasonable

parking fee and a trolley fee. I am sure most visitors would prefer this to
bumper to bumper traffic.
Anyway, that is my two cents.

Subject :,Pedestrian Crosswalk
To Whom It May Concern,
This letter serves to inform and document an unsafe condition located at the east end of
Southold Town on Rt. 25 (Main Rd.) east of Hobart Rd. We the residents of Southold request
that a Pedestrian Crosswalk be installed in the above noted location between Hobart Rd and
Town Harbor, preferably by Cottage Place or locust La. because of the better line of site of
traffic. Although I have confidence that your department would determine the best suitable
location. We do not believe at this time a traffic light is warranted.
We have tried to cross Main Rd over the years and found it more difficult to cross safely.This
difficulty has increased due to the growing tourism in the north fork.
With the upcoming summer months almost upon us, We appreciate your department acting
promptly before someone gets hurt. Hopefully, this will never happen with the proper safety
tools utilized. We thank you in,advance.
