Project Examples: Economic Development Chapter of The Comprehensive Plan Update,Town of Southold To achieve the town's vision,five goals and numerous objectives were formed to provide direction for future decision-making pertaining to the town's economy. ' Much of the town's economic vitality is based on the town's unique rural, historic and maritime-based character as well as its natural resources. NP&V prepared the economic chapter of the comprehensive plan update for the Town of SoutholdZJ � , a to allow for the formation of appropriate recommendations and implementation - strategies focused on long-term economic sustainability throughout the town. One of the specific tasks involved with the economic chapter of the town's comprehensive plan is the zoning/build-out analysis. The Town of Southold is facing development pressure and is concerned about the impact that the current �►w� zoning may have on the town's resources. The Town of Southold prepared a build- X-_� �; Page 5 KW Town of.Southold Conduct SEQRQ Review for Town Comprehensive Plan Update out analysis of several zoning districts, and NP&V funneled these findings into a model to assess the regional impact of full build-out and modified development scenarios. Ensuring quality of life, protection of environmental resources,housing needs and maintenance of the tax base were key elements of the model. This project involved the creation of a model to synthesize multiple evaluation factors to analyze the impact of full build out of the Town of Southold under its current zoning. Southampton Village—Various Zoning Initiatives,SEQRA& Planning Consultant since 2006 i ,Ya4 NP&V has provided the Environmental Planning consultation services to the Village of Southampton since 2006. NP&V provides day to day consulting services for each of the Village boards including SEQRA review and administration, application review, coastal and wetland permit review. NP&V provides environmental and planning consulting services related to planning and zoning studies and grant applications. Zoning initiatives have included a 2013 plan for the historic village area which includes new zoning for the downtown. In association with adoption of the new zoning regulations,NP&V performed a 'n`" x SEQRA analysis which included a build out analysis to assess the potential change in building ; 3i area and relative impacts for full build out under current and proposed zoning regulations. Nelson&Pope was also retained by the Village of Southampton to perform a parking study utilization study of the primary lots and on-street parking areas in the downtown area of the Village of Southampton. The study identified the peak parking periods and associated peak occupancy by location,calculated the average parking duration and turnover by location and provided recommendations to improve parking efficiency within the Village. NP&V prepared a map for visitors that is available at Village Hall which identifies short and long-term parking options within the Village Business District. NP&V has also worked on several special long-range planning studies for the Village, including a study to ensure that the Village maintains its character and consistent with FEMA floodplain requirements described below. Village of Sag Harbor—Planning/SEQRA Consulting and Water Quality Management Studies The firm represents the Village Board,Harbor Committee and Zoning Board �± •,. of Appeals and conducts all environmental review, site plan and akY subdivisions, coastal consistency review, wetland permitting, and SEQRA ; reviews for these Boards. This includes assisting the Boards with classification of actions, all administration and notices, review of all ; 4 environmental documentation prepared by applicants and the preparation { of draft SEQRA determinations of significance. NP&V has also worked on several special long-range planning studies for the Village, including the WQIPP described below. The Village of Sag Harbor's water resources are experiencing nitrogen and pathogens impairments. NP&V was contracted in 2016 by the Village to prepare a Water Quality Improvement Projects Plan (WQIPP). The purpose of this plan is to assist the Village in siting, funding, and implementing projects that will mitigate local surface water and groundwater impacts. �� Page 6 R Town of Southold Conduct SEQRQ Review for Town Comprehensive Plan Update Town of Southold Transfer of Development Rights (TDR) Program ------� NP&V prepared the DGEIS and FGEIS and completed the LI SEQRA requirements for the Town of Southold Transfer of Development Rights (TDR) program. The proposed action was to implement an important planning and program tool that was described and recommended in the numerous a planning studies undertaken within the Town over the past 28+years. The proposed action was formulated in response to one of these recommendations and was also recommended as part of the Town Hamlet Study program. The proposed action involved an amendment to the Southold Town Code that is necessary to implement a voluntary Transfer of Development Rights("TDR")program. This is a tool whereby owners of land in established rural areas of the Town (designated as "Sending Areas"), would be able to shift potential development of these sites to targeted parcels within the Town's hamlets(known as"Receiving Areas")where appropriate infrastructure,infill potential,reuse potential,public services and/or lack of environmental constraints are present. The proposed action involved an amendment to the Southold Town Code to implement a voluntary Transfer of Development Rights program, to permit and facilitate private transactions that would shift development from agricultural lands in the Town to locate new residential units in defined hamlet areas. SEQRA for Downtown Overlay Zones& Map Amendments-Village of Hempstead NP&V has worked on complex, large scale projects, including projects for Renaissance Downtowns and the Village of Hempstead, where a g p Supplemental Generic Environmental Impact Statement GEIS was 3' prepared for the proposed adoption of Downtown Overlay Zones and Zoning Map amendments for a 279-acre area of downtown Village of Hempstead. The Supplemental GEIS evaluated the specific code amendments to establish downtown overlay districts, as well as site specific impact analysis of the development scenario pursuant to the zoning amendments. The development scenario evaluated included Image courtesy of Renaissance Downtowns,LLC over five million square feet of mixed use residential,commercial and institutional uses within a 0.5-mile radius of the Hempstead train station. Key issues evaluated include traffic, system wide sewer and water infrastructure improvements, historic resources, community character, shadows, construction phasing, parking, air and noise. NP&V also prepared an economic impact analysis, which identified and quantified economic impacts on output, employment and labor income, as well as tax revenues. Nelson & Pope completed the Traffic Impact Study for the downtown area, including 40 area intersections, an assessment of trip generation accounting for the transient oriented design of the project and shared parking. The RRAP called for the adoption of a new Zoning Overlay District to incentivize economic development through the creation of mixed-use districts. The Overlay Zone is a form-based code and is designed to encourage a mix of retail stores, service-related businesses, restaurants, diverse housing options, along with improved transportation infrastructure with pedestrian pathways, public green spaces and access to the Peconic River. NP&V prepared the BOA Step 2 Study and also worked with the Town and the selected Master Developer, Renaissance Downtowns,to prepare the GEIS,which evaluated the impacts of the proposed code amendments and a theoretical development scenario of approximately 3.2 million square feet of mixed use residential, commercial and institutional uses. The Hamlet of Riverside is a heavily regulated area, located within the Central Pine Barrens, adjacent to the Peconic River with established total maximum daily load (TMDL) limitations,tidal and freshwater wetlands, NYSDEC Wild Scenic and Recreational River areas, nearby endangered tiger salamander breeding ponds and within a Town Aquifer Protection Overlay District. Therefore, redevelopment activities needed to consider a wide range of environmental sensitivities and regulatory restrictions. The Overlay Code was successfully adopted by the Town Board in December 2015. N&P worked with NP&V,the Town and the selected Master Developer, Renaissance Downtowns,to prepare the GEIS and Traffic Impact Study, which evaluated the proposed code amendments and a theoretical development scenario of approximately 3.2 million square feet of mixed use residential,commercial and institutional uses. N&P conducted a comprehensive traffic impact study for Riverside to identify any traffic impacts that will be created by a full build out scenario as outlined in their proposed plan and identify potential mitigation measures that would successfully improve traffic operations within the study that would have minimal impact to the community. Page 8 Town of Southold Conduct SEQRQ Review for Town Comprehensive Plan Update Village of Lake Success—Planning/SEQRA Consulting The firm represents the Board, Zoning Board of Appeals and Village Trustees and conducts all SEQRA, site plan and subdivision SEQRA reviews for these Boards. This includes assisting the Boards with classification of actions, all SEQRA administration and notices, review of all environmental documentation prepared by applicants and the preparation of draft SEQRA determinations of significance. NP&V regularly review properties for special permits and use and provides general support to the Village on planning related matters. City of Glen Cove Comprehensive Plan and Zoning The City of Glen Cove has developed under its 1967 Master Plan into a vibrant and diverse city. As is the case with many small cities, the City of Glen Cove is undergoing challenges related to evolving social patterns including the flight of retail service and �:s,? � �• , commercial uses to more vehicularly accessible areas and regional malls; conversion of owner-occupied single and two �. au aT .� I F In r T I family residences to multifamily rental dwellings; increased traffic over an aging road system; increased development =_ - --- pressure on waterfront lands and historically important estates; and increased development pressure on remaining vacant parcels which tend to be environmentally sensitive due to steep slopes,flood zones,and/or wetlands. The firm was chosen as part of a team to accomplish the task. This plan incorporated low-impact development, green infrastructure and smart growth practices including LEED incentives and semi-form-based zoning. It was awarded the Sustainable Long Island Smart Growth Award in 2009. Following the completion of the plan,the firm was commissioned to prepare the implementing zoning regulations, which included two redevelopment incentive overlay districts, both of which effectively attracted private investment and affordable and market-rate units are currently under construction. NP&V teamed with Nelson & Pope (N&P), Sustainable Long Island (SLI), and Hawkins Webb Jaeger (HWJ) which led to the designation of this new Brownfield Opportunity Area in August 2016. `fi r SHARP YOUR IO@A% The main goal of the BOA program is to provide communities with the tools they need to overcome obstacles to redevelopment and to return underutilized or abandoned properties to productive use. The Town identified critical needs as rebranding and a website to highlight the attractions and businesses within the area, and preservation of historic structures. A major transportation planning effort was included to ensure that planned growth can be accommodated by the existing roadway network and if not, how expanded public transportation and pedestrian/bicycle improvements can alleviate the need for significant roadway improvements and decrease the level of vehicular traffic generally associated with development. NP&V conducted the majority of the project components including resource analysis,demographic analysis,regulatory,land use and zoning characterizations,preparation of an Economic and Market Trends Analysis, and an area wide environmental assessment. The project incorporated an extensive community outreach component, action-oriented planning, and the development of scenarios which seek to overcome obstacles to revitalization in downtown Riverhead and at the gateways along Route 25. The community outreach included two public open house format workshops and an extensive community survey. In June of 2014, the project was recognized by the New Partners for Community Revitalization as one of five "Outstanding BOA projects" at the annual Brownfields Summit in Albany. A copy of the Final BOA Nomination and presentation materials from open houses and Town Board work sessions are available on the Town of Riverhead website at: http://www.townofriverheadny.gov. On June 1, 2014, the project was recognized by the New Partners for Community Revitalization as one of five"Outstanding BOA projects" at the annual Brownfields Summit in Albany. As part of this project, N&P prepared a Traffic Oriented Development (TOD) Growth Plan which analyzed the developments proposed at the potential -0- ' - brownfield sites that were provided by NP&V to determine the traffic impacts � that may be associated with their development and provide possible mitigation. N&P was responsible for the transportation (traffic,transit, bikes and pedestrians) and parking analysis components of the study. Downtown Overlay Zones- DGEIS-City of New Rochelle,Westchester County NP&V worked with Renaissance Downtowns, the - { . Master Developer, and the City of New Rochelle in '• {y preparing a Generic Environmental Impact Statement (GEIS) for the proposed adoption of a Downtown Overlay Zone (DOZ) for a 279-acre area of the 4 downtown, centered around the New Rochelle train 44 station. The DOZ is optional,whereby landowners can choose to opt into development under the proposed DOZ requirements. The intent of the Downtown Overlay District is to encourage downtown - redevelopment through the creation of an active, mixed-use district with convenient,safe and pleasant access to the train station. The proposed DOZ would standardize uses to encourage the development of economically diverse high-quality housing, modern retail, commercial, office, hotel space and civic uses integrated with well- designed pedestrian friendly streetscapes, and appropriately placed open and green spaces.The GEIS evaluated the specific code amendments to establish downtown overlay districts, as well as site-specific impact analysis of the development scenario pursuant to the zoning amendments. The development scenario evaluated such key issues as historic resources, traffic, system-wide sewer and water infrastructure improvements, community character, shadows, construction phasing, parking, air and noise. Subdivision and Site Plan Review of Tuxedo Farms (formerly Tuxedo Reserve) ;-- NP&V has been conducting the ongoing SEQRA,subdivision and site plan review of Tuxedo Farms (formerly Tuxedo Reserve), a planned integrated mixed-use community that proposes 1,195 dwelling units and a small retail center on three tracts of land totaling 2,450 acres. _" _""" T_ = tom`-;,_. • w - Thero ect site is located in the Town of Tuxedo Orange Count NY. p J g Y A ; The project is surrounded by Sterling Forest State Park, and various threatened and endangered species have been evaluated given their presence on the project site, including but not limited to the timber rattlesnake and the Indiana bat. The extensive SEQRA process also resulted in a memorandum of understanding with the NY State a Historic Preservation Office related to archaeological investigations, fiscal impact analyses which shaped the housingand bedroom mix for the project,architectural guidelines to ensure that the proposed fiscal benefit would in fact occur,and other environmental standards that guide development of the site.Through the review process, the applicant has clustered the development on approximately 850 acres of the overall site, and through the ' special use permit review process,the developer,the Related Companies,agreed to give two major tracts of land S Page 11 WWI- Town of Southold Conduct SEQRQ Review for Town Comprehensive Plan Update to the Town of Tuxedo and Village of Tuxedo Park for open space and recreational purposes.The project is under construction,and the firm continues to review land development plans for each phase of the project. Village of Woodbury Harriman Station Transit Village The Village of Woodbury is home to a major train station on the Metro *, , North Port Jervis Line. After completing an update to the Village's WN. r` Comprehensive Plan,the firm prepared zoning regulations, most notably , ` the creation of a Transit Village Zone centered around the Harriman Station. The firm worked with a committee of Village officials and board =" members to create consensus on a number of controversial and important issues. Design guidelines and streetsca a improvements were ° developed along with density and use requirements. The Plan encouraged a mix of office, retail, restaurant, personal service and entertainment uses and recommended a full - range of residential options at high-density in close proximity to the station and medium densities as distance to the station increases. Design standards require construction of complete streets. Of paramount importance was the creation of linkages between residential and commercial areas within the Transit Village and with the Train Station itself, as well as linkages with open space areas and major roadways. Woodbury Common SEQR Review As planning consultants for the Town of Woodbury, in Orange County, New M . York,the firm conducted the site plan and SEQR review of a proposed 600,000 square foot outlet mall expansion project. This regional shopping facility was built over a six-year period and has become a major tourist attraction and economic stimulus for the Town. In the course of the review,assessments were made for the short and long range impacts this major project would have in terms of traffic, community services, fiscal impacts, visual impacts including landscaping,as well as potential impacts on environmental resources such as wildlife and the hydrologic system. The firm was involved in every aspect of the review including negotiations with the developer to help achieve Town goals for the site and preparation and circulation of all SEQR documents. In 2013 the firm facilitated the SEQR review for a 60,000 square foot expansion along with a 2,200-space parking deck, circulation and facade improvements. Town of Marbletown-Planning/SEQRA Consulting NP&V represents the Town of Marbletown,led by Ms.Franson,who has been the planner to the Board for nine (9) years, and also represents the Zoning Board of Appeals on complex application reviews. Ms. Franson reviewed this Type I action, including the long form EAF, Visual Assessment, Habitat Assessment, archaeological report, all site plans and revisions, helped coordinate with outside agencies including SHPO, and ensured proper SEQRA procedure was followed. An Expanded EAF Part 3 was prepared and accepted by the ZBA,and a Negative Declaration and special use permit were issued. In 2016, NP&V assisted the Marbletown ZBA in the review of proposed alterations made to Hasbrouck House,a structure listed on the National Register of Historic Places. Hasbrouck House, formerly the Inn at Stone Ridge, was remodeled and repurposed under new ownership in Summer 2016 into a boutique hotel. NP&V has reviewed a major new shopping complex, retail meat vending store, restaurant, church expansion of a parking lot, architectural office, repurposed garage, and repurposed barn within or adjacent to the Town's historic districts, which have involved expanded SEQRA review of these Type I actions. REQUIRED STEPS TASK 1: REVIEW THE DRAFT COMPREHENSIVE PLAN UPDATE AKRF has preliminarily reviewed the Town's draft Comprehensive Plan Update,particularly with respect to any potential environmental impacts pursuant to SEQRA' At this time,based on our preliminary review and understanding of the Town's draft Comprehensive Plan Update,we do not anticipate any potential significant adverse environmental impacts.As we understand it,the draft Comprehensive Plan Update does not propose a rezoning or other actions that would trigger the potential for development or impacts that would normally require the preparation of an Environmental Impact Statement. The draft Comprehensive Plan Update does not include actions or rezonings aimed at increasing development.Rather,policies are put forth to provide a plan for managing the Town's expected as-of-right growth and for encouraging economic activity such as agritourism (e.g.,farmstands), but without building. Currently,the Town faces issues including development pressure;traffic congestion; limited housing supply for workers,which has resulted in conversion of single-family homes to multifamily(and presumably housing quality issues/fire code violations);the need to preserve resources of natural anis historic significance;and limited sewer capacity(a very small portion of the Town is sewered).As much of the Town sewage is handled by septic systems,there is ongoing pressure on Long Island's drinking water aquifers from potential contamination.The Comprehensive Plan Update includes a number of policies to address these issues,including small measures to improve stormwater management such as by exploring opportunities for Green Infrastructure. TASK 2: COMPLETE PARTS 1 AND 2 OF THE FULL EAF Under this task,AKRF would complete Parts 1 and 2 of the Full EAF 2and submit to Town Planning for review.On June 27,2018,the New York State Department of Environmental Conservation(NYSDEC)adopted new"Short"and"Full"EAFs.The new EAFs became effective on January 1,2019.The new forms are designed to work with the new Short EAF and Full EAF workbooks and the"EAF Mapper"software program,which NYSDEC expects will improve and modernize environmental impact analysis and the SEQRA process.This proposal assumes AKRF will incorporate one round of review from Town Planning. TASK 3: COMPLETE A DRAFT PART 3 OF THE EAF AKRF will complete a draft Part 3 of the EAF,and recommend a determination of significance,togetherwith a full evaluation of the reasons supporting the recommended determination.At this time we anticipate that the Full EAF will be sufficient to make a determination that the proposed Comprehensive Plan Update would not have a significant adverse impact on the environment(Negative Declaration). Pursuant to SEQRA,every negative declaration must: • Identify the relevant areas of environmental concern; • Thoroughly analyze the relevant concerns;and Document the determination,in writing,showing the reasons why the environmental concerns that were identified and analyzed will not be significant. TASK 4: REVIEW A DRAFT OF THE ENTIRE EAF WITH THE PLANNING BOARD AND TOWN BOARD As part of this task,AKRF will review the entire Full EAF,along with the Part 3 evaluation,with the Planning Board and Town Board.AKRF also anticipates that the Town's Comprehensive Plan and Traffic Committees would also review the document.AKRF would be available for up to 3 meetings to review the draft Full EAF. TASK 5: REVISE THE FULL EAF AS NECESSARY This proposal includes one round of responding to comments from each of the anticipated reviewing agencies identified in Task 4.If additional rounds of review are required,AKRF will request consolidated comments from the Town. TASK 6: POSITIVE DECLARATION (IF REQUIRED) As stated above,the draft Comprehensive Plan Update does not include any proposed new zoning text.As such,similar to other munici- palities that have completed comprehensive plans without proposed rezoning, we anticipate that the Full EAF will be sufficient for providing the Town with enough information to make a determination of whether the proposed plan may result in significant adverse impacts and that an EIS will not be required(see Table 2). As such, should the Town Board issue a Positive Declaration, a DGEIS would be appropriate for assessing the potential impacts of the Town's draft Comprehensive Plan Update.Impacts of individual actions proposed to be carried ? out in conformance with adopted comprehensive plans and regulations and the thresholds or conditions identified in the generic EIS may require no or limited SEQR review.Generic EISs and their findings should set forth specific conditions or criteria under which future actions will be undertaken or approved,including requirements for any subsequent SEQRA compliance. Final Generic Environmental Impact Statement(FGEIS) - AKRF would respond to and incorporate agency and public comments on the DGEIS into the FGEIS. No further SEQRA compliance is required if a subsequent proposed action will be carried out in conformance with the conditions and thresholds established for such actions in the Generic EIS or its findings statement. The project stemmed from a community-based visioning process known as"Wyandanch Rising." The first step in the project was to document blighted conditions in-the project area.AKRF performed a visual assessment of data related to crime,property ownership,infrastructure capacity,zoning,-and traffic.Once the area was determined to meet blight criteria,a market analysis was initiated with the goal of determining demand for additional housing,retail,office,and industrial activities in downtown Wyandanch.Seven strategic sites were identified for revitalization,and market-based recommendations were prepared for the rede- velopment of those sites.The market,analysis and findings were presented to the Town Supervisor and to local residents at a public information meeting.Ultimately;the market analysis resulted in a projected build-out,scenario,which was analyzed in the GEIS.The GEIS also evaluated the potential impacts of the final land use and zoning recommendations and urban design concepts. The final land use plan called for rezoning the entire corridor to allow denser mixed-use development and a more pedestrian friendly environment.The location of the Wyandanch train station in the core of the downtown area presented opportunities for transit-oriented , , ,. development,including a public plaza and amulti-modal transportation center.Additional recommendations included the relocation of existing uses to a new"community facilities un hub,"development of affordable housing over street-level retail,and removal of blighted properties and inappropriate land uses,such as a concrete batch plant,from highly visible locations along the corridor.The Town adopted the final plan in May 2009 and is currently _ in Step 3 of the BOA Program,aimed at site design and development of a form-based code – u1 to implement the land use recommendations.
