HomeMy WebLinkAboutLP-03/19/2019 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 19, 2019 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Anne Murray Will Lee Doris McGreevy Lillian Ball Eric Keil Members Absent: John Simicich Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Gregory Doroski, Democratic Candidate for Town Supervisor Commencement  The meeting began at 7:03 p.m. with six LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from January 8, 2019 & February 19, 2019 MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the 1/8/2019 LPC meeting minutes. Motion carried: 4/0/2 (LPC members Anne Murray and Doris McGreevy abstained as they had not attended the 1/8/2019 LPC meeting) MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 2/19/2019 LPC meeting minutes. Motion carried: 4/0/2 (LPC members Lillian Ball and Will Lee abstained as they had not attended the 2/19/2019 LPC meeting)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, April 2, 2019. Land Preservation Applications & Potential Applications MOTION made by Eric Keil, seconded by Sam McCullough, to enter into EXECUTIVE SESSION. Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 6/0 The LPC members entered in EXECUTIVE SESSION at 7:21 p.m. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Eric Keil, seconded by Anne Murray, to end Executive Session. Motion carried: 6/0 EXECUTIVE SESSION ENDED at 8:36 p.m. MOTION made by Lillian Ball, seconded by Sam McCullough, to direct Land Preservation Coordinator Melissa Spiro to extend an offer to landowner, Fishers Island Utility Company, Inc., for the Town’s purchase of fee title to 5.2± acres of vacant land on East End Road, Fishers Island (SCTM #1000-3.-7-3) for the purpose of open space land preservation at a price supported by the appraisal. This offer is subject to Town Board review. Motion carried: 6/0 MOTION made by Eric Keil, seconded by Lillian Ball, to direct Land Preservation Coordinator Melissa Spiro to commission an appraisal on property owned by WW Farms, LLC (SCTM #1000-109.-1-11) for the purpose of farmland preservation on 64± acres of the 77.8± acre parcel, subject to Town Board authorization. Motion carried: 6/0 Inquiries for Uses or Structures on Preserved Property  SCTM #1000-63.-1-25.4 (PLT’s AGRICULTURAL CENTER located at Charnews Farm) Special Event request for 2019 Peconic Land Trust Peconinic Property subject to Town Development Rights Easement Request was reviewed via e-mail; formalize vote for the record. Due to the cancellation of its March 5, 2019 committee meeting and what was at the time a pending Special Events Permit application before the Town Board, the LPC members reviewed this request via email so as not to further delay the Town Board’s issuance of the Special Events Permit for the Peconinic. LPC members reiterated their review response previously made via email that the proposed parking areas shown within the protected farmland area on the Event Parking plan submitted with PLT request letter are consistent with the terms of the recorded easement. MOTION made by Sam McCullough, seconded by Anne Murray, that the proposed request for the 2019 Peconinic and event parking upon land on which the Town has a development rights easement (SCTM #1000-63.-1-25.4) is consistent with the terms of the recorded easement. Motion carried: 6/0 LPC Secretary Melanie Doroski directed to forward easement consistency letter to Peconic Land Trust. Stewardship and Management: None General Land Preservation Items:  SUPERVISOR’S FARMLAND BOND PROPOSAL LPC discussed the proposed $5 million Farmland Bond Proposal set forth in the Supervisor’s State of the Town address. LPC supports the farmland bond initiative as a preservation implement. MOTION made by Eric Keil, seconded by Sam McCullough, that the Land Preservation Committee supports the Town Board in pursuing the Supervisor’s proposed $5 million Farmland Bond Proposal and its inclusion in the November 2019 ballot. Motion carried: 6/0 LPC Secretary Melanie Doroski directed to send LPC support memo to the Supervisor and Town Board. th  MARCH 13 CODE COMMITTEE WITH AGRICULTURAL COMMITTEE - UPDATE Land Preservation Coordinator Melissa Spiro and Land Preservation Committee members Anne Murray and Will Lee who attended the February 13, 2019 Code Committee meeting on the subject of changes to the Town Code Chapter 280 gave an update to LPC as some of the proposed changes may affect the purchase of development rights program. Adjournment: MOTION made by Doris McGreevy, seconded by Anne Murray, to adjourn this meeting.
