Box 1179 Southold, New York 11971-0959 Fax (631) 765-9064 Telephone (631) 765-1809 MEMORANDUM TO: Southold Town Board FROM: Leslie Weisman, Zoning Board of Appeals Chairperson RE: Proposed 2019 Required Annual Training Seminars DATE: March 28, 2019 The ZBA, in consultation with TA Duffy, Chief Building Inspector Verity, and LWRP Coordinator/Principal Planner Mark, has developed the following proposal for your review and approval for our required four hours of continuing education and training for 2019. All sessions will be conducted at no cost and scheduled for ZBA meetings where all Board Members will be in attendance. ZBA 2019 Training Proposal 1. 2018-2019 Case Law Update – An overview and summary of legal determinations rendered by the various courts of New York State involving appeals of decisions made by Zoning Boards that include special exception permits, use variances, area variances, code interpretations, and nonconforming uses. Training will be approximately 1 hour, Presented by Town Attorney Duffy 2. Understanding FEMA Regulations – The Board of Appeals regularly reviews variance applications for residential structures in flood prone areas that must be built or renovated to FEMA compliance. In 2018 the Board received some basic training about FEMA regulations and how to read surveys and elevations relative to specific flood zones. The Board proposes to continue that training by learning more about issues related to local sea level rise, the impact that building residential structures on plies could have on the character of Southold’s neighborhoods, and how to use FEMA digital flood zone overlay maps to evaluate properties that come before the Board Training will be approximately 1 hour, Presented by Chi ef Building Inspector Michael Verity and LWRP Coordinator/Principal Planner Mark Terry 3. Issues Related to Farming in the Town of Southold - The purpose of this seminar is to learn more about the relationships among New York State Agriculture and Markets Law, the local zoning codes that the ZBA must apply when evaluating applications on properties that are zoned AC/R80, and the goals and code changes recommended by the Town of Southold’s Agricultural Advisory Committee. Training will be approximately 1 hour, Presented by Town Attorney Duffy 4. Land Use Chapter of the Comprehensive Plan – The Planning Department will provide the Board of Appeals with an overview of the proposed Land Use Chapter of the Town’s Comprehensive Plan and its relationship to the current zoning code, and proposed future zoning changes.
