HomeMy WebLinkAboutLP-01/08/2019 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, January 8, 2019 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Will Lee Lillian Ball Eric Keil Members Absent: Doris McGreevy John Simicich Anne Murray Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Commencement  The meeting began at 7:04 p.m. with four LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from November 13, 2018 MOTION made by Sam McCullough, seconded by Will Lee, to adopt the 11/13/2018 Land Preservation Committee meeting minutes. Motion carried: 4/0  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, January 22, 2019.  2019 Town Board Appointments for LPC Chairman and Deputy Town Board Resolution #2019-68 adopted January 2, 2019, appointed Sam McCullough as Chairperson and Anne Murray as Deputy Chairperson to the Land Preservation Committee. Land Preservation Applications & Potential Applications MOTION made by Sam McCullough, seconded by Eric Keil, to enter into EXECUTIVE SESSION - Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 4/0 The LPC members entered in EXECUTIVE SESSION at 7:12 p.m. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Eric Keil, seconded by Sam McCullough, to end Executive Session. Motion carried: 4/0 EXECUTIVE SESSION ENDED at 8:42 p.m. MOTION made by Eric Keil, seconded by Sam McCullough, to direct Land Preservation Coordinator Melissa Spiro to present an updated purchase offer to landowners, Eugene P. Krupski and Maryann Krupski, his wife, for the Town’s purchase of a development rights easement on approximately 48.5± acres of the 57.5± farm (SCTM #1000-100.-2-3.2) at a price per buildable acre supported by an updated appraisal. Landowners shall have 30 days to respond. There will be no further time extensions granted on this project. Motion carried: 4/0 MOTION made by Lillian Ball, seconded by Sam McCullough, to direct Land Preservation Coordinator Melissa Spiro to commission an appraisal on property owned by Fishers Island Utility Company (SCTM #1000-3.-7-3) for the purpose of the acquisition of open space preservation, subject to Town Board authorization. Motion carried: 4/0 Inquiries for Uses or Structures on Preserved Property  SCTM #1000-109.-5-16 (CEDARS GOLF CLUB, LLC; f.k.a. Caberon Properties, Inc.) Review referral from Trustees regarding Wetland Permit application Land Preservation Coordinator Melissa Spiro presented background information on the Town’s purchase of a development rights easement on Caberon Properties, Inc. in 2006. LPC reviewed referral request from Trustees dated 12/21/2018 regarding Wetland Permit application from owner of the property, Cedars Golf Club, LLC to dig out, remove all phragmites and enlarge three ponds that exist on the property in order to create one larger, wider pond. As per the project description included in the Trustee application, it appears that this application is to improve drainage on the property. MOTION made by Eric Keil, seconded by Lillian Ball, that the actions described in the Wetland Permit application submitted to the Southold Town Board of Trustees by Cedars Golf Club, LLC, to dig out, remove all phragmites and enlarge three ponds that exist on the property in order to create one larger, wider pond is consistent with the terms of the recorded easement. The Land Preservation Committee’s action does not mean that such proposed uses and activities will be approved or permitted by other Town Departments or agencies. This easement consistency review allows the applicant to proceed with pursuing any applicable approvals that are required by Town Code.
