Present were: John Stein, Acting-Chairman Peter Meeker, Member James Abbott, Member Carol Brown, Member James Dinizio, Town Board Liaison Lauren Standish, Committee Secretary Absent was: Caroline Burghardt, Member Peter Young, Chairman CALL TO ORDER The meeting was called to order at 4:30PM by Acting-Chairman John Stein. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young was absent. Acting-Chairman John Stein welcomed Carol Brown to the committee. REPORTS Peter Meeker attended the Board of Trustees meeting held on Wed., January 16, 2019 and reported the meeting was business as usual. The application made on behalf of the Cedars Golf Course for pond restoration was withdrawn. 2 OTHER BUSINESS Peter Meeker requested an update on the end-of-year report. Peter Young is out of town, however, the report has not been submitted. Councilman Jim Dinizio requested the CAC agendas get posted on the town's website prior to the monthly meetings. APPROVAL OF MINUTES Moved by Peter Meeker, seconded by James Abbott to Approve the Minutes of January 9, 2019. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by James Abbott, seconded by John Stein, it was RESOLVED to SUPPORT the application of ANN AGUANNO GERALD GLEASON to install an 8'X12' shed and establish a 3'X 12' non-turf buffer between freshwater and wetland boundary and existing fence. Located: 2085 Bay Ave., East Marion. SCTM#31-17-3 Inspected by: James Abbott Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by John Stein, it was RESOLVED to SUPPORT the application of STUART THORN to remove existing on- grade stone patio, and replace in-kind. New patio to follow footprint of existing, except along the portion of the northern edge where the new patio will be set back from the top of the bluff to allow for new plantings and a decorative split-rail fence. Total area-of new patio 2,469 sf. Also an existing garden wall will be removed and replaced with a new masonry wall, measuring 21'6"X 6'. Located: 19305 Soundview Ave., Southold. Applicant to abandon existing cesspool and install a OWTS septic system with 89 If. retaining wall 22' from the wetland boundary and install four (4) drywells for stormwater control. RICH for removal and replacement of 120 If. of existing bulkhead with new vinyl bulkhead in same location as existing, removal and replacement of 30 If. of existing bulkhead return with new vinyl bulkhead return in same location as existing, removal and replacement of 22 If. of existing groin with new vinyl groin in same location as existing, provide 10' wide non-turf buffer along bulkhead. Construct new 45' X4' fixed pier supported with 8" dia. piles and with thru-flow decking surface, 14'X 3' aluminum ramp and 6'X 20' floating dock 4 supported with 4-10" piles and cross bracing to hold float a minimum of 30" off bottom at all times. Remove invasive plant species, plant upland areas with species form DEC plant list, install 1'X 8' wide berm, and install French drain landward of berm to collect and recharge stormwater. Provide 6' non-turf buffer along bulkhead face. Located: 370 Sunset Way, Southold. Vote of Council: Ayes: All Motion Carried 6 Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of SUFFOLK COUNTY to install a living shoreline, a form of green infrastructure, as a means of preventing erosion, increasing wildlife habitat and improving water quality. Project will focus on combining spartina plantings and coir logs with hatchery cultivated ribbed mussels, to demonstrate techniques for shoreline stabilization. Serious of different substrates for ribbed mussels will be used and applied in different sections of the wetlands to determine which are most effective for creating multi-species living shoreline. Located: 3690 Cedar Beach Rd., Southold. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of ROBERT & BARBARA LEWIS for the removal and replacement of 158 If. of existing bulkhead with new vinyl bulkhead in-kind and in-place as existing with raised elevation of 18" above existing top cap, remove and replace existing 4'X 4' untreated steps to beach, maintain existing 10.4'X 9' frame shed in its current location, maintain existing 3.5'X 65' timber steps up bluff and maintain existing 24'X 13' irregular on-grade deck in its current location. Located: 600 West Cove Rd., Cutchogue. SCTM#111-2-9 Inspected by: John Stein, Peter Meeker, Carol Brown The CAC Supports the application with hinged, retractable stairs parallel to the shoreline. It's the opinion of the CAC that this property is a good candidate for a living shoreline project. Located: 700 West Cove Rd., Cutchogue. SCTM#111-2-10 Inspected by: John Stein, Peter Meeker, Carol Brown It's the opinion of the CAC that this property is a good candidate for a living shoreline project. CAMMANN to construct onto existing 1.5 story dwelling a 611 sf. two-story addition, a 70 sf. covered entry porch and steps, and a 101 covered rear porch and steps; install drainage system of leaders, gutters and drywells; modify existing public water service line located partially within Ch. 275 jurisdiction. Install 5' stepping stone pathway with grass joints, and restore approx. 2,330 sf. unvegetated landward portion of covenanted 25' non-disturbance buffer with native plantings. Located: 1500 Deep Hole Dr., Mattituck. SCTM#115-12-21.3 Inspected by: John Stein, Peter Meeker, Carol Brown Vote of Council: Ayes: All Motion Carried R.B. BURNHAM III to construct 66 If. of 4' wide fixed wood pile and timber pier of which 48 If. is waterward of the AHWL, including rails and electric and utilities. Install a 6' X 20' float with an associated hinged access ramp and new restraint piles. Located: Vacant lot off Peninsula Rd, in Darbies Cove, Fishers Island. SCTM#10-4-10 The CAC did not make an inspection, therefore no recommendation was made. DONALD L. CLEVELAND, JR. to remove remnants of old dock, construct a 4'X 55' fixed dock and install (2) tie-off piles. Located: 1305 Winthrop Dr., Fishers Island. SCTM#9-8-6 The CAC did not make an inspection, therefore no recommendation was made. 8 RECOMMENDATIONS —APPLICATIONS TO AMEND WETLAND PERMITS & COASTAL EROSION PERMITS Moved by James Abbott, seconded by John Stein, it was RESOLVED to SUPPORT the application of MILDRED PASCUCCI to Amend Wetland Permit#8920 for the installation of a AI/OUTS septic system utilizing approx. 300 cy. clean fill retained and surrounded by a 160 If. retaining wall and a native planting scheme featuring the planting of beach grass over an 88'X 20' running along the easterly portion of the premise and over the septic system. Located: 305 Narrow River Rd., Orient. STRASBERG & ALEXANDRA M. LEWIS to Amend Wetland Permit#9342 and CEHA Permit#9342C for a bluff retaining wall and restoration of 50' steel retaining wall located 28' seaward of residence secured by 25 ton helical anchors 6' OC; 200 cy. clean fill for bluff restoration pursuant to Engineer's drawing last dated 1-3-19. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of TIMOTHY CASAMENTO & KLEO KING to Amend Wetland Permit#9228 to construct a one-story dwelling, attached porch, covered rear porch, one-story garage, shed, outdoor kitchen and barbeque, imperious driveway, fence, new sanitary system, installation of gutters, leaders and drywells and provide vegetation up to 50' buffer with lawn. Located: 2667 Long Creek Dr., Southold.
