Opening:
The meeting of the Agricultural Advisory Committee was called to order at 7:03 pm on February 6,
2019 in the Southold Town Hall conference room.
Minutes and Administration:
Acceptance of meeting minutes of November 14, 2018.
Motion made by Doug Cooper, seconded by Mark VanBourgondien to adopt the
Agricultural Advisory meeting minutes of November 14, 2018. All in favor, motion
carried.
Acceptance of meeting minutes of January 9, 2019.
Motion made by Mark VanBourgondien, seconded by Doug Cooper to adopt the
Agricultural Advisory meeting minutes of January 9, 2019. All in favor, motion
carried.
Terms expiring March 31, 2019:
Chris Baiz, Chairman
Letter submitted to Town Clerks office to maintain committee seat.
Douglas Cooper
Letter to be drafted to Town Clerks office.
John B. Sepenoski Jr.
Letter submitted to Town Clerks office to maintain committee seat.
Next Meeting:
The next regular meeting is scheduled for Wednesday February 20, 2019 at 7:00 pm in the
Southold Town Hall Conference room.
Review Proposed Acquisition of Development Rights:
No new applications submitted to the committee from the Town Board or Land Preservation.
Doug Cooper and Scott Russell to meet and discuss PDD issues.
Proposed Agricultural Revisions to Town Code:
Discussion of Jim Glovers email concerning conflicts within the Town Code regarding
Chapter 70.
Discussion on revision of Definition of Agricultural Production in Chapter 70.

Committees approach for Definition revisions to Town Code.
Create a new Definition of
Possible meeting between AAC & LPC to discuss code issues.
Meet with Scott Russell for input on code issues.
Meet with Town Attorney for clarification on the code issues.
Print out NYS Law and all of Chapter 280 for review.
Review Chapter 280 Permitted Uses.
Karen Rivara to review Aqua/Mariculture and rewrite.
Bulk Schedule to be reviewed.
Agricultural Uses to be reviewed.
Review of Agricultural related Site Plan Applications/Sub-Divisions:
No new applications submitted to the committee for review.
Chris Baiz drafted a response letter to the Memorandum from Brian Cummings with a
request that the Amended Site Plan for Tenedios Farm Greenhouse be referred to the
Town Attorney to determine whether site plan is required for an already approved and
conforming building lot.
Chris Baiz will follow up with the Town Attorney regarding the Tenedios Farm Greenhouse
question.
Review Proposed zoning changes in Agricultural Districts:
No new proposed zoning changes submitted to the committee.
Jim Glover submitted an email outlining an analysis of the duties of the Land Preservation
Committee vs. the Definitions of Chapter 70 of Town Code. See Proposed Agricultural
revisions to Town Code.
Local, County, State and Federal Legislation related to Agriculture:
Print NYS Agricultural Law for member review and discussion.
Review Applications for structures related to Agriculture on parcels with Town /County
owned development rights.
No new applications submitted to the committee for review.
New Business:
Brief discussion of Aqua/Mariculture environment on the South Fork of Long Island.
Adjournment:
Motion to adjourn at 8:49 pm by Chris Baiz seconded by Doug Cooper.
