GENERAL CONSTRUCTION NOTES

The Planning Department has conducted a review of the proposed modification
pursuant to §280-74 B.(2), and has received a report from our Wireless Technical
Consultant, Cityscape, Inc. (see attached report). We have the following
recommendations for this application:
1. The proposed modifications and up -grades are in compliance with the General
Requirements of §280-70, therefore, we recommend a Building Permit be issued
for this application in accordance with the Structural Analysis Report, dated
January 2, 2019;. dition:
a. No new equipment shall be added until the structural modifications
detailed in Appendix D of the provided GPD Structural Report are
completed.
2. The Building Permit must state the following:
a. All of the Applicant's feed lines/cables shall be installed inside the
monopole structure;
b. All ports shall remain sufficiently sealed to prevent access by birds and

At your request, on behalf of the Town of Southold ("Town"), CityScape Consultants, Inc.
("CityScape") in its capacity as telecommunications consultant for the County, has considered the
merits of the above referenced application submitted by New Cingular d/b/a AT&T Mobility
("Applicant") to add equipment to an existing one hundred ten (110) foot concealed (slick stick)
tower, owned by Crown Castle. The tower is located at 9245 Main Road, East Marion, see
Figure 1.

The Applicant currently has three (3) antennas and six (6) diplexers at the one hundred
seven (107) foot level on the tower. These antennas are mounted behind a concealed canister. It
is proposed to replace these antennas and the canister, see Appendix, Exhibits A & B.
The ground compound will see two large cabinets removed and a third replaced. In
addition, radio modules along the north side will also be replaced/added.

Structural Analysis

The Applicant submitted a structural analysis ("SA"), prepared by GPD Engineering,
January 2, 2019 and based on ANSI/EWTIA-222-F standards. The report summary indicates that
with the upgrades and proposed tower reinforcement, the tower will have a stress rating of 43.7%
while the base (foundation) rating will have a stress rating of 59.5%.
Under the Middle -Class Tax Relief and Job Creation Act of 2012 ("The Act") any personal
wireless facility collocation, modification or upgrade may qualify for streamlined processing.
Furthermore, under Section 6409(a) it can qualify for administrative approval if the request meets
six criteria, most notably (1) it does not increase the structure height by 10% or 20 feet, whichever
is greater, (2) it does not increase the structure width by 20 feet and (3) it does not require any
excavation outside the existing ground compound. Section 6409(a) further states that if an
application meets the criteria, the application should be approved and not denied. CityScape has
determined this application complies with the Act and should be approved with the following
condition:
No new equipment shall be added until the structural modifications detailed in
Appendix D of the provided GPD Structural Report are completed.
