A meeting of the Southold Town Conservation Advisory Council was held on Wed.,
January 9, 2019 in the Town Hall Conference Room.
Present were: John Stein, Acting-Chairman '

CALL TO ORDER
The meeting was called to order at 4:40PM by Acting-Chairman John Stein.

CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young was not present.
REPORTS
James Abbott attended the Board of Trustees meeting held on Wed., December 12, 2018
and reported the meeting was business as usual.

Councilman Jim Dinizio will continue his discussions with Mark Terry regarding LWRP
reviews and invite him to a CAC meeting. -
Peter Meeker requested an update on the requirement of contractor licensing.
Councilman Dinizio reported that the licenses are now required by the Board of Trustees.
John Stein suggested contractors be required by the Board of Trustees to certify the fill
they are bringing in from approved upland sources is certified, clean fill. John also asked
for a clarification of the newly adopted rental law with regard to the requirement of an
inspection. Jim explained that inspections are conducted by a certified engineer or
architect.

5, 2018.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by James Abbott, it was
RESOLVED to SUPPORT the application of SANDRA & RONALD ERICKSON to
reconstruct bulkhead and dock and perform restorative dredging along bulkheading.

RESOLVED to SUPPORT the application of THE WAMSLEY FAMILY TRUST to install a
5'X 14' floating jet-ski dock to be connected directly to existing bulkhead using 2"
galvanized pipe.

RESOLVED to SUPPORT the application of PAUL PAWLOWSKI/CEDARS GOLF
COURSE LLC for a 10-year.maintenance permit to rehabilitate the dikes protecting the
golf course property and adjacent homes from flooding during storm surges. Re-engineer
the slopes using approx. 210 cy. of structural fill and various plantings. Replace existing
pipe with a new 12" dia. PVC pipe and replace a one way value. Remains of existing
boardwalk to be removed and removal of large woody vegetation that contributed to
previous dike failures.

The CAC Supports the application with the requirement of an "updated survey'and the 210
cy. of structural fill is clean fil and certified and as the Board of Trustees see fit.

RESOLVED to SUPPORT the application of PAUL PAWLOWSKI/CEDARS GOLD
COURSE LLC to increase the size of the ponds, remove the phragmite and dig the ponds
deeper to allow them to have a better ecosystem. Dig the ponds 1-2' deeper while
removing the invasive phramite. Replace phragmites'with native plant material.

The CAC Supports the application with the requirement of an updated survey. The CAC
questions whether this project has the approval of the,,NYSDEC. It is also unclear as to
who the agent is for this project.

RESOLVED to SUPPORT the application of CHRISTOPHER TAENDLER to legalize the
existing beach stairs, 3'X 60' with two (2) landings.

RESOLVED to SUPPORT the application of MURRAY & MAXINE GAYLORD to
reconstruct existing timber-sheathed bulkhead into a vinyl-sheathed bulkhead in-place.
Proposed bulkhead is to measure 156.5' in overall length including seaward return at
westerly terminus and to consist of vinyl sheathing, secured by timber waters, timber,
clamps, timber pilings and a backing system comprised of timber deadmen and lay logs.

RESOLVED to SUPPORT the application of ALEXANDRA JONES for a proposed brick
walk at grade; proposed 4'X 18' fixed wood dock with thru-flow composite decking;
proposed 3.5'X 14' metal hinged ramp and proposed 8'X 10' wood floating dock.

RESOLVED to SUPPORT the application of EVAN AKSELRAD & YASMINE ANAVI to
remove and replace (in-place) approx. 37 If. of existing timber bulkhead with vinyl
bulkhead and backfill with approx. 15 cy. clean sand fill to be trucked in from an approved
upland source; remove and replace existing-4'X 10' wood.steps off bulkhead to beach with
4'X 4' wood landing and 3'X7 aluminum stairs; remove and replace existing 459 sf. wood
deck with 394 sf. on-grade, semi-pervious masonry patio; install 2'X 4' stone paver
between proposed patio and wood landing; install 4' high wire mesh fence with gate;
supplement existing vegetation on face of embankment (previously wood landing; install 4'
high wire mesh fence with gate; supplement existing vegetation on face of embankment
with native grasses and shrubs; maintain 10' wide non-turf buffer along top of bank;
remove non-native-invasive vegetation and establish native plantings within approx. 1,650
sf. area along northerly property line; establish approx. 855 sf. of native plantings along
southerly property line; and remove existing well, concrete cover, flagpole, split-rail fence
and four (4) trees landward of bank.

Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for
Wed., January 16, 2019 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., February 6,
2019 at 4:30PM in the Town Hall Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.
