Riverhead-M3ttituck, ?arts 1 and 3, State Highway 8181, is a portion of state Route 2S in the i'owns of River- head and southold, Suffolk county. This project is located in the Hwalet of Laurel in t.'le TOwn of southold, Suffolk County. - 2. project Objectives Transportation Objectives The Department of Transportation proposes a realignment of a portion of Route 25 to provide a safer highway. At the request of the local TOwn officials, the Department of, Transportation decided to improve this portion of Route 25 by a. realign.'11ent of the highway, which ,,'ould eliminate a pair of sharp reverse curves. Since the distance between the termini of the proposed realignment is only 1500 feet, there are no alternate corridors ;vhich cun be considered feasible. ~nis decision was arrived at by the Department of Transportation, based on prelbninary studies indicating that this course of action is the l~ast expensive "Jay and least disruptive to the local cO~'11unity, in satisfying cOtt~unity and transportation objectives. The implementation of this proposed project will achieve the following goal~ and objectives: 1. To increase the safety of this portion of the highway which has an unusually high number of' accidents for. its short length. 2. TO improve the traffic flow by removing a substandard geometric feature. '3. The proposed improvement will retain the existing transportation services, which m:e necessary for the econo;ny of the State and the, local community, as well as for tho comfort, convenience and woll-~~ing of ita people. ~~ I ~~j . . 4. /To reauce overall travel cost by tho reduction of t.'1e nu.l"Clber of accidents and lower operating co,sts. Co:r.rnunity Obiecti".,r.:"\s The Co~"unity ~bjectives in this area are achieved by the retention of the two-lane rural highway. The re- aligned hig]1\~ay will function as a land service highway, with free access to abutting pro?erties. 1~e Southo1d Comprehensive pevelopment Plan, prepared by Raymond and May Associates, dated December, 1967, states: " "Existing major roads classified in Part I of this plan were County Road 27 and State Route 25. The roads are adequate for existing development and will, in general, efficiently serve future development if,the Town Planning Board effectively limits s.trip commercial development. It has; therefore, been recommended in the section on cormnercial land use that cOlmnercial strip or ribbon development along State Route 25 be discouraged, and absolutely prohibit:ed along County Road 27." The development plan proposed by Rayn10nd and May retains this area for agricultural - residential use. 3. Present Conditions The existing highway is a two-lane facility (two 12 foot lanes) with 10 foot and variable width shoulders on each side. The existing roadway section to the east and west of the termini of this project is similar to that mentioned above. The daily traffic using this facility in the peak sumnler season of 1968 was 10,000 vehicles per day, vlhile the non- peak summer season of 1969 was 5,800 vehicles per 01\Y. ROt\te 25 through tl1e north fork of Long Island is a major C;,\(,li;.- west artery serving the needs of the Tm'm of Southold. The structural rating (scored in 19G8) lists tho pavement as in fair condition. The traffic'on this facility'is acco~~odated at a leval of service of C (stable flow). Future Conditions Route 25 as a two-l~ne facility in this area should be ~de- quate for the long-range future. 'I'he future projected traffic is estimated at an A.:;DT of 8,000 vehicles per d",y, wit~h a 585 DB volume in 1981. However, it is anticip,"ted tha.t the ex- tension or the Long Island Expressway fro~ Riverhcad to Mat- tituck will be cOl11ple.::ed and open to traf.:ic in about 10;.3l. Therefore, the estimated future traffic in 1991, including the increase in recreational traffic, is planned to beaccom- plished on the proposed extension of the Long Island EA7ress- way. A portion of the estimated traffic in 1981 will t.llen be direrted to the Long Island Expressway, a:ld it is anticipated that the future ~raffic will increase and reach an AADT of 8,000 vehicles per day, with a DE volume of 585 vehicles by 1991. The alternate proposed for the extension of the Long Island Expressway may be located between Route 25 on the sou.Ch, and Sound Avenue on -the north. It is considGJ:'cd higiily improbable that an alternate located along the el:isting alignment of Route 25 would be recomnlcnded by ~~e Depur~lent as a feasible route for the.extension of the Long Island Expressway. 5. Rcsull:ing Needs The proposed realignment of Route 25 through tliis area is the best solution to improve the traffic flow and provide a Gaier hig1n-tay. The anticipcttcd level of service on Route 25 is expected to be at a C level. The number, tho type,and the severity of accidento can bo substantially reduced by proper highl"ay design.
