Project Title: Airport—Wide Obstruction Evaluation Environmental&Preliminary Design

Project Description:
This project will consist of the preliminary design and environmental clearance efforts for the removal or
mitigation of existing obstructions that may be penetrating the Part 77,20:1 Approach and 7:1 Transitional
surfaces,TSS and other applicable TERPS surfaces at all but four Runway ends.Currently there are various
vegetative,turf,and man-made obstructions penetrating the 20:1 approach and 7:1 transitional surfaces
ranging from 6 inches to 18 feet.
Vegetative obstruction areas including invasive species,bushes,and trees will be removed in their entirety
and disposed of off airport.Turf penetrations that are not located in environmentally sensitive areas will be
graded or otherwise lighted.The total area of obstructions to be removed or regraded is approximately 600
Sy.
This phase of the program will consist of the preliminary design and environmental clearance efforts,which
will be based upon the proposed remediation work.
Project Justification:
Currently the airport is in non-compliance with FAR Part 77 20:1 Approach and 7 to 1 Transitional surfaces..
Removal or modification of these obstructions is necessary to meet FAR Part 77 approach and transitional
requirements,however a detailed obstruction evaluation has not been performed at 0138,and therefore it is
not feasible to determine the extent of the penetrations.The results of the 2018 obstruction study will be the
basis of determining the current and anticipated obstructions and the required extent of removal.
Removal or mitigation of the obstructions will increase the overall safety of operations at Elizabeth Field
Airport If obstructions are not mitigated,the airport will remain in noncompliance with federal regulations
for maintaining FAR Part 77 surfaces clear of obstructions.
Removing obstructions that penetrate the Part 77 20:1 Approach and 7 to 1 Transitional surfaces will bring
the airport one step closer to becoming in compliance with the FAA regulations pertaining to imaginary
surfaces and will increase the overall level of safety to the aircraft that operate at this facility.The airport
obstruction chart and Airport Master Record(50 10)will be updated to reflect these improvements.

Project Description:
This project is anticipated to include rehabilitating the existing runway pavement,including milling the top
two inches of pavement,performing full depth pavement repairs to address cracking,filling remaining cracks,
and new asphalt paving-minimum two inch asphalt overlay.The project limits would consist of partial lengths
of Runway 7-25 (totaling 1,500 ft), full runway width (75 ft),including 10ft of existing paved shoulders(5ft
either side).Total approximate area of pavement rehab is 135,800 sq.ft Additional work would include new
pavement markings;no airfield lighting replacements will be performed as part of this ro'ect
Project Justification:
Last sealed in 2011,the existing Runway 7-25 pavement is exhibiting full-depth cracking,localized raveling,
and failed pavement joints.The previous project addressed partial depth cracking and an asphalt rejuvenator
was applied to the entire length of runway.In accordance with Table 3-8 of the A1P Handbook,the minimum
useful life ofasphaltseal coating and jointsealant is three years.Based upon the age of the existing joint sealant
and current level of pavement deficiencies, extensive pavement rehabilitation is necessary to maintain safe
operations at the airport This project is shown on the approved Airport Layout Plan and will enhance safety
at the airport.
Based on the preliminary results of an ongoing Airport Pavement Management System(APMS)study in 2017,
the 2017 PC]is 68,however the value decreases to 63 in year 2022,when construction of the project is
anticipated.The optimum PCI level to maintain for Runway pavement from a safety and condition basis is 65.

Project Description:
This project will include rehabilitating the existing entrance road to the airport and installing an inadvertent entry fence at
the tie-down apron area.Work would include milling and excavating a portion of the existing roadway,performing crack
repairs,and reconstructing new asphalt paved roadway.The existing main access road is 24ft wide and approximately
475ft in length.The limits of work would initiate at Whistler Ave.and extend approximately 350ft toward the south.The
project would also include reconstruction of the 12ft wide stub access drive that terminates at the tie-down apron.The
length of this access drive is 190ft.Total approximate area of pavement rehab is approximately 1,200 SY.This project will
not result in a net increase in pavement area.
Project justification:
This access road is the only connection from the public roadways to the airport.The existing entrance road to the airfield
is of original construction and has deteriorated and exceeded its useful design life,with multiple locations of rutted and
weathered asphalt pavement The stub access drive consists of gravel and has areas of rutting and uneven driving surfaces,
resulting in poor riding conditions and making it difficult to maintain.A new prominent entrance roadway for public use
will provide for safer and more efficient access for airport users by providing a safe,drive-able surface that provides clear
access to the GA facilities.Currently the airport is not staffed to monitor activity,which allows for unrestricted access onto
the airfield by pedestrians and vehicles.A localized access control system with a controlled entry/exit system,such as a
fence or gate across the stub access drive with a proxy card and call box system,will allow the Sponsor to monitor activity.
A localized access control system will enhance security on the airfield and reduce inadvertent entry onto active airfield
pavements.
This project is eligible in accordance with Table P-3.a.of the All'Handbook.This project is shown on the approved
Airport Layout Plan and will enhance safety at the airport.

Project Description:
This project is anticipated to include rehabilitating the existing runway pavement,including milling the top
two inches of pavement,performing full depth pavement repairs to address cracking,filling remaining cracks,
and new asphalt paving-minimum two inch asphalt overlay.The project limits would consist of the full
Runway 12-30 length(2,345 ft),full runway width(100 ft),including loft of existing paved shoulders(5ft
each side of runway),and approximately 200 ft of Runway 7-25 pavement to accommodate profile
adjustments.Total approximate area of pavement rehab is 300,450 sq.ft.Additional work would include new
pavement markings:no airfield lighting replacements will be performed as part of this project.
Project Justification:
Last sealed in 2011,the existing Runway 12-30 pavement is exhibiting full-depth cracking,localized raveling,
and failed pavement joints.The previous project addressed partial depth cracking and an asphalt rejuvenator
was applied to the entire length of runway.In accordance with Table 3-8 of the AIP Handbook,the minimum
useful life of asphalt seal coating and joint sealant is three years.Based upon the age of the existing joint
sealant and current level of pavement deficiencies,extensive pavement rehabilitation is necessary to
maintain safe operations at the airport This project is shown on the approved Airport Layout Plan and will
enhance safety at the airport.
Based on the preliminary results of an ongoing Airport Pavement Management System(APMS)study in 2017,
the 2017 PCI is 64,however the value decreases to 60 in year 2021,when construction of the project is
anticipated.The optimum PCI level to maintain for Runway pavement from a safety and condition basis is 65.

Project Title: Airport-Wide Obstruction Removal(Easements&Acquisitions)

Project Description:
This potential project will consist of the acquisition of lands and/or easements associated with efforts for the
removal or mitigation of existing obstructions that may be penetrating the Part 77,20:1 Approach and 7:1
Transitional surfaces,TSS and other applicable TERPS surfaces at all but four Runway ends.Currently there
are various vegetative,turf,and man-made obstructions penetrating the 20:1 approach and 7:1 transitional
surfaces ranging from 6 inches to 18 feet.
An AIP grant was issued in FY18 for an airport-wide obstruction study to determine the extent of the
mitigation efforts.The Sponsor is seeking a FY2020 grant for the environmental and preliminary design
phase associated with the removal of potential obstructions.The contents of this phase of the program will be
determined upon completion of the preliminary design phase.
Project Justification:
Currently the airport is in non-compliance with FAR Part 77 20:1 Approach and 7 to 1 Transitional surfaces..
Removal or modification of these obstructions is necessary to meet FAR Part 77 approach and transitional
requirements,however a detailed obstruction evaluation has not been performed at 0138,and therefore it is
not feasible to determine the extent of the penetrations.The results of the 2018 obstruction study will be the
basis of determining the current and anticipated obstructions,the required extent of removal,and potential
impacts requiring acquisitions of lands or easements to conduct the mitigation work.
Removal or mitigation of the obstructions will increase the overall safety of operations at Elizabeth Field
Airport If obstructions are not mitigated,the airport will remain in noncompliance with federal regulations
for maintaining FAR Part 77 surfaces clear of obstructions.
Removing obstructions that penetrate the Part 77 20:1 Approach and 7 to 1 Transitional surfaces will bring
the airport one step closer to becoming in compliance with the FAA regulations pertaining to imaginary
surfaces and will increase the overall level of safety to the aircraft that operate at this facility.The airport
obstruction chart and Airport Master Record(5010)will be updated to reflect these improvements.

Project Description:
This project is anticipated to include rehabilitating the existing runway pavement, including milling the top
two inches of pavement,performing full depth pavement repairs to address cracking,filling remaining cracks,
and new asphalt paving-minimum two inch asphalt overlay.The project limits would consist of partial lengths
of Runway 7-25 (totaling 1,500 ft),full runway width (75 ft),including 10ft of existing paved shoulders (5ft
either side).Total approximate area of pavement rehab is 135,800 sq.ft Additional work would include new
pavement markings;no airfield lighting replacements will be performed as part of this projecL
Project justification:
Last sealed in 2011,the existing Runway 7-25 pavement is exhibiting full-depth cracking,localized raveling,
and failed pavement joints.The previous project addressed partial depth cracking and an asphalt rejuvenator
was applied to the entire length of runway.In accordance with Table 3-8 of the AIP Handbook,the minimum
useful life of asphalt seal coating and joint sealant is three years.Based upon the age of the existing joint sealant
and current level of pavement deficiencies, extensive pavement rehabilitation is necessary to maintain safe
operations at the airport.This project is shown on the approved Airport Layout Plan and will enhance safety
at the airport.
Based on the preliminary results of an ongoing Airport Pavement Management System(APMS)study in 2017,
the 2017 PC[is 68,however the value decreases to 63 in year 2022,when construction of the project is
anticipated.The optimum PCI level to maintain for Runway pavement from a safety and condition basis is 65.
