STRICT APPLICATION OF THE ORDINANCE would produce practical difficulties or unneces- sary t~ARDSHIP because the whole parcel is naturally dividable in two parcels, one a shore front piece and one a l~_ke front piece. The private road dividing the one large parcel is fixed in loca~on by use of other property to west so no other division can b~made. 2.
