Schwartz, AIA, dated March 7, 2013, and determined that the proposed construction to raise the existing house and enclosed porch; demolish existing foundation; construct new concrete block pier foundation and lower house onto new foundation (finished floor to be approx. elevation 9.0'); replace wood decks and stairs; new outdoor shower; install several new windows and exterior doors; interior alterations; and install two 2' deep x 8' diameter drywells is out of the Wetland jurisdiction under Chapter 275 of the Town Wetland Code and Chapter 111 of the Town Code. Therefore, in accordance with the current Wetlands Code (Chapter 275) and the Coastal Erosion Hazard Area (Chapter 11�no permit is require lease be advised, however, that no construction, sedimentatn=ar�bance orp kind may take place seaward of the tidal and/or freshwater wetlands jurisdictional boundary or seaward, of the coastal erosion hazard area as indicated above, or within 100' landward from the top of the bluff, without further authorization from the Southold Town Board of Trustees pursuant to Chapter 275 and/or Chapter 111 of the Town Code. Due to Super Storm Sandy the existing house was flooded with about two feet of water in the first floor of the house. The first 4'0"of sheetrock wall board was removed along with the wall insulation on the entire interior perimeter of the home.New R13 Batt insulation was installed in the existing 2x4 cavity and new 4'0" high sheetrock wall board was installed to cover up the exposed cavity. The entire interior home was re- painted. Existing kitchen cabinets and appliances were also replaced. A new floor pre-finished wood floor was installed to replace all the wall to wall carpeting. The front screen porch had screen windows and these screens were replaced with new Andersen Gliding windows in the existing opening. No site work was performed. The only exterior work performed was the replacement of the gas fired hot water heater and the Mitsubishi split system heat pump. The existing roof has no gutters or leaders present.The overall work on the house is not considered a major improvement.
