Town of Southold Historic Preservation Commission Meeting Minutes
Tuesday,January 15, 2019
Town Hall Annex Executive Board Room
Attendees- Anne Surchin, Donald Feiler, Robert Harper, Edward W. Webb
Regular Meeting Call to Order: There being a quorum present the meeting was called to order by
Vice Chair Surchin at 5:05 p.m. (In the absence of Chairman Garretson, Vice Chair Surchin
presided.)
Approval of Minutes: The minutes of meeting of December 18, 2018 were approved unanimously
on a motion by Commissioner Harper and second by Commissioner Webb
Annual Election of Officers: It was moved by Commissioner Harper, seconded by Commissioner
Feiler, to elect Edward Webb as Chairman and Anne Surchin as Vice Chairman. Motion was
approved unanimously.
Comments by commissioners:
• Update on 2018 finances: $8,000 budget, $3,879.25, expenses, balance of$4,060.75 as of
12/31/18. Town Board Approved 2019 budget of$5.750.00,to date: $60.00 expenses.
Commissioners' expressed concern that 2019 budget won't be enough to accomplish goals.
Commissioners do not recall that we participated in 2019 budget process.
Old Business:
• Brochure Revisions—No Updates
• Handbook Update—No Updates
• Awards—Planning for I listorie Preservation Awards. Set timeline for completion—No
Updates
• Building Check List— Sent to Building Department to be included in Building Permit
Applications - Done
• Southold Historic District Update— Commissioners Webb, Harper, Surchin, drove
around the district to familiarize themselves with boundaries. Not detailed enough—
Chairman Webb and Commissioner Harper to work on Southold Historic District Tax
Map.

• Purchase of Historic House Plaques—Plastic plaques should be made available free of
charge. Homeowners have option to purchase bronze plaques Vice Chair Surchin feels all
Historic houses need to have landmark stamp on Tax/Assessors Card.
• 'Update on Speakers Bureau-No report
• Other old business to be brought before the Commission: —Orient Historic District:
Commissioners Webb, Harper, Surchin met with town map maker, John Sepenoski. It
was agreed that the west boundary of the district needs to be clarified/re drawn. Surchin,
Harper and Webb to follow up with John Sepenoski.
New Business:
• Discussion: Are full construction drawings required vs. permit set of drawings as a
requirement for C of A submissions—It was agreed that permit set of drawings would be
sufficient for consideration by Historic Preservation Commission.
-Question by Webb: Does the construction of a new home on a vacant lot in historic
district require approval of the HPC? By consensus it was agreed approval is required.
-Question by Webb: What is policy for "adjourning" a scheduled public hearing? What
are legal requirements? It was agreed by consensus that a public hearing is set by the
Commission and can be cancelled by the commission if deemed appropriate.
• Caf;fery Barn @1270 Village Lane, Orient SCTM#25.-I-27.5 —Public Hearing
scheduled for February 5, 2019 —Considered New Construction
• Discussion: Town Master Plan—Should we attend hearings, lobby for items pertaining to
Historic Preservation—Yes
• Fence Construction—Public Hearing set for Tuesday, February 5, 2019 1800 Village
Lane, Orient, NY, SC`T"M# 1000-2.4. 2-22
• Administrative Permit—Commissioners Harper and Feiler will check with building
department to determine definition of administrative permit.
'Executive Session:
Moved by Harper, ,seconded by Feiler, to move into executive session for the purpose of
discussing personnel issue. Motion approved, Following executive session commissioners
returned to regular meeting.
-Adjournment: Motion by Harper, second by Feiler, to adjourn regular meeting.
Approved unanimously. Meeting adjourned at 9:30 pm.
